At present, three major water problems are prominent of water shortage and water hazard and deterioration of water ecology in Shandong Province. It is the basic water regimen and water conservancy problems emerge in endlessly in our province. We must accelerate the pace of innovation in science and technology of water resources to solve the above problems. The traditional water resources will be armed and reformed through the modern concepts of water management, advanced scientific and technological achievements, improved infrastructure and scientific management system. In recent times, it is a major strategic opportunity through full implementation of water management ideas in the new era and transformation from traditional water to modern water with sustainable development in our province. The important demands for science and technology of water resources provides new opportunities but new and higher requirements based on the implementation of regional leading strategy in the blue economic zones of Shandong Peninsula, the implementation of the most stringent water management system, the building of water ecological system construction of modern water network, the repair of water environment and water ecology and the construction of water conservancy for people's livelihood. It is important to carry out the development strategy for science and technology of water resources through the effective solution to water problems, actively responding to new challenges in the development stage, improving the scientific and technological innovation and enhancing the overall development of science and technology level of water resources, the support and protection the development of water resources in Shandong Province.In the paper, the author summarizes the status of water resources and makes a significant demand and current status for science and technology development of water resources in Shandong Province. On this basis, the author puts forward the guiding ideology, basic principles and overall objectives for the science and technology development of water resources in the next period in Shandong Province. In the respect of scientific research of water resources, the author puts forward the main research field and key technology of water resources from the respects of development strategy of water resources, disaster prevention and mitigation, water resources and water environment, rural water, soil and water conservation and ecology, water conservancy construction and management, urban water, water and digital information and others. In the respect of achievement promotion for science and technology of water resources, the author makes the key promotional technology-the technique of efficient use of water resources and ecological and environmental protection in Shandong Province, flood control and drought mitigation information technique, key water conservancy construction integration technique and others-based on the existed research results and ongoing research projects. The author proposes the practical safeguards to ensure the implementation of development strategy of water resources. In particular, in the respect of strengthening the investment for science and technology of water resources. The key technological field for scientific and technological development of water resources presented in the paper, such as the development strategy and model for science and technology of water resources in Shandong Province, development and rational allocation of water resources and others, is of perceptiveness and guidance to accelerate the science and technology development of water resources and provides a basis for science and technology projects of water resources and plays a good reference in Shandong Province.
