In recent years, the development of "Integration" and "Urban Integration" has gradually become the main way of the regional economic development, therefore, how to promote and perfect the process and how to evaluate the degree of the development is an issue that should be paid attention to in the current stage.The first chapter of this article gives the paper a brief organization from the research background, purpose, significance to the research contents, methods, areas, and routes, and designs the overall frame structure of the paper, so that the paper can be completed more smoothly.The second chapter is the part of the theoretical basis of the paper. First, it gives the differentiation and analysis of the concept from the connotation of "Urban Integration" and "Integration" so as to get a better understanding of "Urban Integration" implications. Then, it summarizes the essence, the content, and the development dimensionality of Urban Integration and its related theories, laying a theoretical foundation for the following chapters.The third chapter provides a comprehensive analysis of developmental conditions of the urban integration. Thro ugh the summary of the individual cases of Urban Integration, it presents the basic feather of Urban Integration:short distance from each other but great disparity in economy, then analyzes driving factors of Urban Integration in four aspects-space, economy, society and ecological environment, and finally, sets forth the obstacle to the mechanism of Urban Integration development and put forward the main approaches to the problem.Based on the analysis of driving factors of Urban Integration, the fourth chapter compares the development of Shenyang-Fushun Urban Integration in four aspects-space, economy, society and ecological environment, shows that opinions of the residents of Shenyang and Fushun on Urban Integration are obtained through the questionnaire survey, and the basic information and the degree of close ties are concluded, and eventually, comes up with some suggestions and opinions about the development of Shenyang-Fushun Urban Integration.The fifth chapter establishes the evaluation index system of developmental level of Urban Integration based on the relevant theories about Urban Integration and the analysis of development conditions of Urban Integration. On the system to determine, it should be proven and justifiable; on the index to select, it should be scientific and objective, practical and realistic. The process of setting up the evaluation system of developmental level of Urban Integration is establishment of the system, selection of indicators, pretreatment of indicators, determination of weighing values, building.of the mathematical model and identification of stages of developmental level. Through the above description, the article draws the main conclusions as follows:1. Based on the research into Urban Integration across the country, it is concluded that the basic characteristics of Urban Integration are:space is close to each other but economic gaps are poles apart. It is mentioned in the spatial interaction theory that the closer the distance between the two cities is, the more advantageous the circulation of manpower, material resources, commodity etc., among the production factors is; the lower the transportation cost is; the more obvious the interaction between cities is; and just the adjacent location makes it very convenient for the various elements to be circulated between cities, makes it more likely for the cultural background to be unified, and makes it easier for Urban Integration to develop. The mode of Urban Integration is mostly that the one with a strong economy helps the other with a weak economy, which means that the core city with a highly developed economy drives surrounding cities with an underdeveloped economy, also resulting from the radiation effect of the core city. The more obvious the radiation effect is, the more obvious the effect of promoting the economic development of surrounding cities is, thereby this can form a kind of situation in which each supplements and enriches the other. The radiation effect of the core city brings about the rapid economic development of surrounding cities whereas the rapid development of surrounding cities leads to an integral improvement in the core city’s competitiveness, facilitating the formation and development of Urban Integration.2. The main factors affecting the developmental level of Urban Integration include four aspects:spatial factors, social factors, economic factors, and ecological environment factors. The space factor is the basis of the development of Urban Integration, an important prerequisite for the development of Urban Integration, regardless of geographical environment and traffic factors. The social factor relates to every aspect of the people’s living standard, the cultural background, and other things close to the people’s real life. It embodies the result of the development of Urban Integration, and is also the core elements of evaluating the developmental level of Urban Integration. The economic factor is the fundamental purpose of the development of Urban Integration. Only the mutual benefit and win-win result, the mutual benefit and reciprocity economically are obtained among the integrated cities, can Urban Integration be realized. The ecological environment factor is the guarantee for the smooth implementation of Urban Integration. Only under the premise that no substantial damage to the ecological environment is incurred, the implementation of Urban Integration is right. No doubt that not considering the impact on ecological environment, and only focusing on the development of Urban Integration and immediate interests blindly, will create the enormous impact on the development of Urban Integration in the future.3. According to the survey of Shenyang and Fushun people, the following conclusions can be drawn:First, most residents both in Shenyang and Fushun support the integration of the two cities. Second, the frequency residents of Fushun go to Shenyang is higher than that those of Shenyang go to Fushun. Third, there are certain gaps in income of residents between the two cities, reflecting indirectly the difference to some extent in economy between Shenyang and Fushun.4. Judging by the evaluation model of the developmental level of Urban Integration, the integration of Shenyang and Fushun is in the intermediate stage. From the spatial system evaluation level, the basic condition of Shenyang-Fushun integration is good, resulting in the development of Urban Integration of the two cities standing on a higher starting point. From the economic development system evaluation level, the economy is one of the biggest obstacles to the development of Shenyang-Fushun integration. If the difference of the economic development can be improved, the integration level will be hindered seriously. This article outlines the economy of the two cities from two aspects of market integration and industrial integration. Only by addressing the economic development issues, can the long-term development of the two cities’ integration be obtained. From the evaluation level of the social and ecological environment system, there is a certain gap between the living standards of the two places and in the protection of the ecological environment, but it is not very obvious.In general, although the Shenyang-Fushun integration just steps into the intermediate stage, and there still exists deficiencies in some aspects, the prospect remains optimistic and promising on grounds of the basic condition and the will of the people living in the two cities.
