At this stage, the lowest price grand of industrial land granting is an important measure where our country regulates the order of the industrial land, controls the disorderly competition of the local investment, and makes the price promote the optimal allocation and the intensive use of the industrial land. In view of different hypotheses on the government development concepts and objectives, the thesis formulates hierarchical control of the low level and the relative high level of the lowest price grand of land granting programs targeting regional balance adjustment programs and the improvement of industrial land market mechanisms adjustment programs respectively, then discusses issues that may arise in different programs. Finally on this basis, it puts forward differentiated policies.
