As the economy developing very quickly in Zhejiang Province, on one hand, the land resource lacks are more and more tightly, while, on the other hand the users have little idea of the intensive land use, as a result the land use efficiency turns out to be quite low. Usually the local governments would sell their industrial land on a low price through negotiation for the need of taking in investment. However it also results in a bad consequence of land speculation, which aggravates unbalance between regional developments. In order to carry out national policy, stop selling industrial land on a too low price and at the same time alleviate the land use pressure, deepen the idea of intensive land use, and improve the efficience of industrial land use, Zhejiang government constitutes the standard of the lowest price of selling industrial land through negotiation. The dissertation takes this as objective, carrying out researches on how to constitute the standard from both theory and practice.The dissertation takes the Land Price Theory, Land Appraisal Theory, Game Theory, and Land Price Discrimination Theory as foundation, studies on constituing the standard by listing price separately from different areas and land grades. Firstly, it takes factors such as the location conditions, the economic development level, and the development potential of each counties as basis, calculate urban land comprehensive index. Then it found the primary urban land grades of Zhejiang, and analyse the relationship among the urban land comprehensive index, land cost, the industrial land price, and base price of industrial land. Thirdly, based on the primary urban land grades of Zhejiang, synthesizing land cost, the industrial land price, base price of industrial land as well as expert's opinion, consulting the national existing land grades, the urban land grades of Zhejiang is founded. Then according to the purpose of making the standard, setting out from Zhejiang industrial land market's real condition, and consulting to the neighbor region's standard, the standard of the lowest price of selling industrial land through negotiation is constituted. Finally the dissertation put forward some additional related policy suggestion to raise it's applicability.
