Following the reformation of Chinese urban land-use system, the time of using land for free and dateless has past. The right to use state-owned land became to be a special commodity, The State began to introduces a system of compensated and befristet usage of state-owned land, and a city land-market was established. However, an irregular development of the land-market result from the process of transferring our system from planned economy to market economy. Because of that, there is a great deal of invisible transactions, it causes huge loss of state assets. Some place used depressed even lower than cost price or zero price to grant industrial land while investments inviting, which became a serious problem in current land management and regulation. Industrial land price as a main component of land Price System, the improving of formation mechanism enjoys a vital position during the entire process of land price reformation. It's a major problem should be resolved about the reformation of industrial land price soon after the mercantile land price and residential land price have been achieved Marketization Allocation. It has much to do with the growth and development of land-market.This article carries on empirical study for major August the 31st 2006,《State Department's notice on problems about strengthening land regulation》(the 31st paper),《notice》pointed out that state ruled the local lowest price of industrial land granting according to land classification and region land police, the industrial land should be granted only in bidding and auction form, and the granting price can't be lower than the posted lowest price. We rule the local lowest price grand of industrial land is to solve fundamental problems which exist in land-market, straighten out the formation mechanism of industrial land price,make industrial land price overall to reflect market supply and demand and the scarce of resources and common. At the same time, it incarnates industrial land price is under the control of the State Government Macroscopic Intervention. For present supply and demand situation of industrial land, drawing up the lowest control standard of the price grand of industrial land is the very foundation of promoting industrial land market allocating ahead.In the first instance, by analyzing the present situation of our country industrial land and present research tackling existing problems, drawing from the domestic and foreign experiences, this article takes The Region Theory, The Land Price Theory, The Land Rent Theory, The Game Theory, The Land Supply and Demand Theory as foundation. According to actual conditions for Dehui, a factor system that can reflect the local lowest price grand of industrial land is established, by the multi-factor comprehensive assessment, classification index of the villages and towns for Dehui is calculated. By carrying on the classification to villages and towns of Dehui, basing on the local lowest price costs of industrial land, referring to the local price transaction of industrial land, and linking up national price of industrial land, we finally fixed the local lowest price grand of industrial land for Dehui by considering the feasibility, the maximum is Dreshdae level I for 277 yuan/m~2, the lowest price is Dreshdae levelⅣfor 120 yuan/ m~2.In the next, by analyzing the local lowest price of industrial land of Dehui in space, by analyzing the relationship between the local lowest price of industrial land for Dehui and the land acquisition costs, and by analyzing research methods between its and the local lowest price of industrial land of the state, and by contrastively analyzing tradings with August the 31st 2006,《State Department's notice on problems about strengthening land regulation》(the 31st paper) being Carried out forward and backward, except for downtown Dehui and Grade 1 rural township, the local lowest price standard of industrial land of other rural township take the price which August the 31st 2006,《State Department's notice on problems about strengthening land regulation》(the 31st paper) drafts the local lowest price standard of industrial land of Dehui, this reflects industrial land price control of State.
