Theory And Demonstration Research On Lowest Industrial Land Granting Price Standard

With Chinese urban land-use system' s reform, state-ownedland use changed from free to compensated. The rights to useit also became a special commodity, such as rights grantingand transferring, and then the city land market wasestablished. However, in the process of transferring ourplanned economy to market economy, how to manage city landmarket became a great problem. Recently in investmentsinviting, some place used depressed or zero price even lowerthan cost's price to grant industrial land, which became aserious problem in current land management and regulation. Asa result, on August the 31st 2006,《State Department' s noticeon problems about strengthening land regulation》(the 31stpaper) pointed out that the local lowest price grand ofindustrial land granting should be ruled by state, theindustrial land should be granted only in bidding and auctionform, and the granting price can' t be lower than the postedlowest price. Under the political background of strengtheningland regulation, how to confirm reasonable lowest price grandof industrial land granting has great theoretical andpractical meaning.This paper successfully combined theory and practiceanalysis,qualitative and qualitative analysis. On one hand,it introduced location theory, graded rent theory, governmentregulation theory and so on, and theoretically analyzed theinfluencing factors on the lowest price grand of industrialland granting; On the other hand, it qualitatively analyzed Hunan province industrial land granting price andland cost, used experts assessment to stablish industrial landassessment system and factor assessment menthod to classifyindustrial land and then used cost approximating and pricecorrecting method to confirm lowest price standard ofindustrial land granting in each town (city, district) inHunan province; At last, the results were compared withnational standard on research method,spatial distribution andoperationality, which showed the standard of this paper wasmore reasonable and has more referenciability.
