Along with our country’s market economy getting into the era of globalization, the human resource has become the most important strategic resource of modern management, and it becomes a magic weapon in the fierce competition. Particularly, the human capital plays a significant role to improve enterprises’ competitiveness.As a result, the battle for talents has reached at a climax, how to attract and retain talents become a hot topic, a most effective way is to pay high salary.However, it is almost impossible in the state-owned enterprises because of various causes. How to exchange the minimum labor costs for the maximum interests has become the key to enterprises’ management.Therefore, redesigning the salary plan is so important.In such a big background conditions, Erdos Power Company must reform the salary plan and redesign the employees’salary system. First of all, in this paper, summarizing the advanced theory about the project management and compensation at home and abroad.Then, investigatting the current compensation of Erdos Power Company and analysizing the characteristics of the employees compensation, and finding the existed problems and putting forward the improved suggestions.Next,it states the definition and history of project management, discusses the necessity of the project management in the salary system and reform project combinating the ideas about the project management,and anysizing the feasibility of project management in the company employees compensation.Finally, on the basis of the theory of project management, building the model of compensation design and reform project in Erdos Power Company according to the classification method of the project management.And according to the project risk management, studying the risk about wage system and reform in Erdos Power Company.By identifying the project risk factors and building the risk assessment model, evaluating the risk of the salary system and reform project, and putting forward some measures to risk by the evaluation results.
