With a dramatic economic growth, there have been more and more people migrated fromfarmland into cities for work. These people are called migrant workers, at the end of2012, thenumber of migrant workers increased by3.9percent to262.61million. Migrant workers livein cities and have made major contributions to cities’ economy development, but do not getthe same benefits as urban residents because they do not have city Hukou. Urban residentbenefits are only for people which have urban Hukou.In order to dress this problem, both central and local governments have made somepolicies to provide endowment insurance for migrant workers, but these policies are noteffectively executed. As a result, the migrant workers have not been gotten their retirementinsurances as the policies promised. The author conducted a survey on migrant workers’retirement pretention plans in Beicheng City, Jilin Province; and proposes someimprovements for these policies base on survey findings.The paper is divided into eight chapters. The first chapter introduces back ground,theories, and importance about the issue. The second chapter describes the regulations,policies, and government execution steps. These policies have positive impact but executionswere not satisfied. The third chapter discusses survey investigation; analyze survey data. Thefourth chapter is the survey findings. The fifth chapter list defects and. The sixth and seventhchapters are comparisons with United State of America and The United Kingdom socialsecurity systems; suggestions and solutions. The eighth chapter is conclusions.
