Research On The Optimization Of Tax Service Of Basic Tax Bureaus From The Perspective Of New Public Management

As an important part of tax administration,tax payment service has been widely concerned by the country,the government and the people.In implementing the performance of money "for the collecting taxes for the people" in the course of a mission,all levels of government and tax authorities to respond and exploration practice,through constantly enrich the content of the tax service,transformation of the mode of tax service and the tax service attitude,and create a good environment for the tax service,set up the new tax service idea,strive to will the optimization of the tax service work into effect.New public management theory from the transaction cost theory and public management choice theory concluded that the government should be customer demand oriented,pay attention to the efficiency and quality of service;Government can draw lessons from enterprise management means,such as performance management,thus improving the quality of service,therefore,the new public management theory in guiding the process of building a service-oriented government in our country advocated by the customer oriented,by means of performance of the new ideas,new methods,for the reform of tax system in our country,especially for the tax departments focus on raising the quality of tax staff service for taxpayers,conducting performance appraisal improve tax service staffs work enthusiasm has very important theoretical guidance and practical exploration.This paper aimed at the perspective of new public management theory,to grasp the current tax system>especially the grass-roots tax in the tax service optimization,in khorchin banner revenue left,for example,with the method of questionnaire survey,give full consideration to the taxpayers demand,a comprehensive grasp of grass-roots tax bureau tax service present situation and analyzes the problems existing in the tax service work and the reasons,finally,which is based on the new public management theory,from the tax service team,improve the level of informationization,the feasibility of perfecting the tax service system three aspects put forward the corresponding measures.
