Incentive mechanism of civil servants is an important part of human resource management in the Customs. Along with the continuous development of society, economy, culture, the original Customs incentive mechanism of civil servants already can’t adapt to the current civil servant management of Customs, it also exposed some problems and shortcomings especially for civil servants in logistics department. Therefore, we need to further improve and perfect the Customs civil servants incentive mechanism, to renew the idea of motivation, arouse the enthusiasm of civil servants Customs logistics department, and promote the development of the Customs in new period.In this paper, based on the composite benefits balanced incentive theory, combining with the status quo of China’s Customs to the logistics department of civil servants incentive, the author will choose the perspective of national, social and personal interests equilibrium to study Customs logistics department civil servant incentive problems. First of all, through the literature collection, sorting and analyzing, the existing study of incentive is summarized. Secondly, elaborates the composite benefit balanced incentive theory and application mechanism and analysis, establish the corresponding balanced incentive theory model, and uses the empirical to valid the behavior choice of logistics department civil servants in Customs. Again, through the form of a questionnaire to survey the research object, through the summary of the results of the survey analysis, pointed out that the Customs problems of incentive mechanism, and then combined with compound interest equilibrium theory to build the Customs logistics department incentive mechanism, so as to provide reference for the Customs logistics department incentive.
