The Study On The Enthusiasm Of New Rural Social Endowment Insurance System

With the rapid development of industrialization and market economy, great imbalance happens between the urban and the rural. Under the trend of population aging, the traditional old-age security model, such as ground-pension, family pension mode cannot meet the increasing requirements of the peasants. The problem of pension for the peasants gradually becomes the weak link of social security. In order to coping the challenges of aging of the population, the State Council clearly declared that rural social endowment insurance system must be established. To ensure the pension of peasants effectively, pilot projects of rural social endowment insurance system has been carried out.Anhui Province responds positively to the CPC Central Committee and the State Council for the relevant policy and guidelines of the rural social endowment insurance system, for the sake of better treatment for rural elderly care. On the basis of physical truth of Anhui Province, it has established new rural social endowment insurance system. The new system raises fund from the applicants, village collectives and department of finance.Overall, new rural social endowment insurance system lightens the peasants’ economical burden, financial subsidies also take some benefit for them. However, there are still some problems in Anhui Province among the pilot projects of new rural social endowment insurance system. For example their enthusiasm is not high. Various factors block the development of the new rural social endowment insurance system.The study of the enthusiasm of new rural social endowment insurance system of Anhui Province is conductive to perfection of the system. It can also increase the consciousness of the peasants. In the meantime it benefits the solution of agriculture, rural development and farmers, it promotes the increase of economy of Anhui Province. Firstly, this paper reviews the results of previous studies, recommends the development and current situation of new rural social endowment insurance system. Secondly, collect the relevant data through questionnaires. Then use SPSS18.0system for reliability analysis and factor analysis. By reliability analysis and factor analysis, we can find eighty kinds of factors, which affect the enthusiasm of attending new rural social endowment insurance system of Anhui Province. Based on the above research we began Logistic regression analysis to identify the main factors affecting eighty kinds of factors of each class. Thirdly we put forward some suggestion to increase the enthusiasm. Finally according to features of unbalanced economic development of Anhui Province, the pilot areas are divided into A, B, C categories. We use correlation analysis to identify factors which influence the enthusiasm of A, B, C categories. Then we presented some suggestion to improve the enthusiasm of new rural social endowment insurance system of the three categories.
