Research On Quality Management Of Small Town Construction Project Of Chunlei Farm In Daqing

Urbanization has become the focus of the government and the society. It was clearlypointed out that “the development of small towns is a great strategy of promoting ruraleconomic and social development” on the party’s fifteen plenary session. Since the eleventhfive years planning, the construction of small town of Daqing has developedgreatly.Especially under the total plans of Qingbei new city which being undertaken bygovernment, small town of the Chunlei area has made some progresses. But there are alsoproblems, such as the city’s function is not perfect, lacking of funds, professional andtechnical personnel,waste of using land, ecological environment is destroyed, managementsystem is not perfect. These problems hinder the sustainable development of small townChunlei farm.The paper explores the relevant problems of project quality management of small townconstruction of Chunlei farm. The first chapter explains the theorical and practical meaningsof urbanization, combs the researches of domestic and foreign scholars, and research methodsand contents of the paper. The second chapter analyses the relevant theory of urbanization,including the theory of small town and total quality management. The third chapter analysesthe present situation, the existing problems, and their causes of urbanization of Chunleifarm.Based on it, builds the PDCA recycle model of construction of small town in Chunleifarm. The paper analyses the four parts of the model, and also builds the index system ofconstruction of small towns, evaluates the effects of small town construction of Chunlei farmby using of AHP. Finally, the advices are put forward on improving construction of smalltowns from six aspects, such as the development strategy, management mechanism, publicutilities, modernization of agricultural cooperation, ecological system, and diversification ofinvestment channels.
