How to keep and hold on to a favorable position in competition, has always been the plight of the enterprise. As today’s world economy has been rapidly developing, especially when we enter the21st century, the competition of globalization is becoming more and more globalized and acute. To reap benefits from the economic tide of globalization is a problem that every enterprise must think. Broadly speaking, no matter which one enterprise have to compete with peers around the world. In this state of the economy, how we can do to improve management effectiveness of the company’s strategy, internal processes and staff team becomes especially important. An effective method is to create efficient scientific performance evaluation system. The importance of performance evaluation becomes more and more recognized by many enterprises, in academic circles there are also in the ascendant development process. In how to effectively refining strategy to executable evaluation index from the overall level, using daily in the enterprise management activities and to improve scientific aspects of the performance evaluation, the balanced scorecard is a great tool, and has been widely used in the big global companies.This paper uses normative approach, describes research situation of the performance evaluation and the balanced scorecard theory at home and abroad. Then the use of case analysis method, taking agricultural enterprises as the specific object, the A company is analyzed about the current status of the performance appraisal, discovers the existing problems; SWOT method to choose the enterprise strategy, and map the strategy; take strategic map as a tool to set up the enterprise case analysis of the balanced scorecard, specifically from the financial, customer, internal processes, production, learning and growing, the five point of evaluation index combined with the feature of the enterprise to set, and the analytic hierarchy process (ahp) are introduced to give the index weights; at last, it lists suggestions and measures of the balanced scorecard in practice. The limitations of this paper is to just build a theoretically designed index system of balanced scorecard for the case enterprise, but have not be put into reality, so I can’t foresee some of the problems in practical operation. So further research should start from practice field, inductive analysis was taken on the preliminary evaluation index system, to adjust and improve in the executing process, hope the research of the balanced scorecard can improve from the depth and breadth.
