Development strategy is modern civil aviation industry is an important part of the social and economic activities, is a public service, but they are also paid a cost of service behavior, airlines and airports are used enterprise approach to business and management. Although civil aviation has an elegant waiting environment, fast, no geographical barriers, safety and comfort features, but there are a lot of inconvenience factors, such as widespread flight delays, special ticket rebate does not change, the strict airport security, etc., plus the ground transport service quality requirements continue to increase, especially in challenging high-speed railway, civil aviation makes a short position in the domestic passenger market under increasing challenge. With air traffic demand and rising demand, airlines and airports discerning customers choose to make between the airport and had a competition to develop various airports begin to face the threat, and how to improve their level of performance management system in order to obtain competitive airline market has become the focus of attention.In this paper, theoretical studies based on the Balanced Scorecard, combining the characteristics and the development status of the domestic aviation companies, and to conduct a detailed analysis of H airport for the study, discusses the concept and design of research ideas and models aviation company performance system, citing part of the research process found in H typical airport universal problem exists. Performance evaluation system based on design principles, combined with H in the environment inside and outside the airport, airport application analysis H BSC possess the basic conditions and the feasibility of the four basic principles of respect from the BSC required: financial, customer, internal business process and learning and growth, Build H airport strategic map and balanced scorecard evaluation index system, combined with the analytic hierarchy process(ahp), the various indicators of empowerment, clear procedures for implementing the balanced scorecard, performance evaluation results by H airport balanced scorecard implementation and safeguard measures are put forward. Enhance the management level of H, the airport industry, enhance its competition ability, also hope to our country civil aviation company performance management and assessment of innovation has a positive guidance and reference significance.
