The16th National Congress of CPC proposed the major task of coordinating urban and rural economic and social development. However, the dilemma of the gap between workers and peasants, urban and rural areas during the process of China’s integrated urban and rural development has been a serious impediment to the integration process in urban and rural areas and become a major obstacle to build a moderately prosperous society. This article attempts, to summarize the universality and regularity of integrated urban and rural development by basic path analysis of the national urban and rural comprehensive reform on the practice of Chengdu Pilot Area, and proposes practical ways and means to resolve the major problems in the process of China’s integrated urban and rural development at present, and provides reference for theorists and comrades in the actual work sector.1.The main content of the paperThe article explores the basic path of China’s integrated urban and rural development based on in-depth research of the practice and theory of urban and countryside development at home and abroad taking Chengdu urban and rural comprehensive reform pilot area as an example, and puts forward policy recommendations that will coordinate urban and rural economic development. The full-text content includes six parts:(1) Introduction. It presents the study background of the essay, object and denotation of the research and methods.(2) Theoretical Review. It illustrates the theories of integrated urban and rural development, and gives brief description and comment. The first section reviews related theoretical study of integrated urban-rural relations at home and abroad respectively. The second section studies the paths of integrated urban and rural development and summarizes that the paths such as city helping the town, town promoting the city, urban and rural integration and as a whole. And the third section focuses on comment. There is rapid development and a profound study of the theory of integrated urban and rural development, and consensus on some basic issues in theory, but the system needs to improve, the range to be expanded, and the content to be enriched.(3) The basic situation of China’s whole rural and urban growth and realistic base. It explains the evolution of the relationship and realistic foundation between China’s integrated urban and rural development. Section1concerns the basic trend on4aspects of irrational allocation of production factors, different attitudes to production, life, and consumption point, uneven level of residents in the balance of payments, and inequality of the public service resources and analyzes the condition of China’s urban-rural double construction. Section2is about the reality expounding the basic conditions of China’s integrated urban and rural development from the theoretical, political, economic and social point of view.(4) The basic path of China’s whole rural and urban evolution. It introduces the objectives, priorities and path of China’s integrated urban and rural development. This chapter is divided into six sections to discuss the paths, namely the analysis of layout planning, infrastructure, industrial development, public services, the allocation of resources, and ecological protection in China’s integrated urban and rural development.(5) Integrated urban and rural development path-based on empirical studies of Chengdu Pilot Area. It sums up the practice, effectiveness and problems of Chengdu’s integrated urban and rural development and analyzes the practice of Chengdu Path. The first section focuses on Chengdu urban and rural development practice. I can be concluded as building five systems.They are building urban and rural planning system, a modern industrial system, the public service system, the resource allocation system, and rural property rights system. The second section describes the effectiveness of Chengdu’s integrated urban and rural development which embodies on the aspects of narrowing the income gap between urban and rural areas, enhancing the comprehensive economic strength, optimizing the structure of agriculture, industry and service industries, constructing modern urban system, and promoting the development of public utilities. The third section rises up the problems of Chengdu’s integrated urban and rural development. For example, difficulty of lagging behind as a whole, the unbalanced economic development and the system construction falling behind,etc.(6) The main conclusions and policy recommendations. It draws the main conclusions of this study, proposes recommendations on further accelerating the utility of urban and rural areas. Section1targets the main conclusions with the characteristics of inevitability, long-term and practicality for integrated urban and rural development. Section2talks about policy recommendations including improving the rural land, industry interaction and urban development, as well as the strong support for agriculture.2. Research MethodologyStudies on integrated urban and rural development involve multiple disciplines across a wide range. In the course of doing the research, a variety of methods and means are applied, such as the combination of theoretical analysis and practical analysis, the association of quantitative analysis and qualitative analysis, as well as the combination of static analysis and dynamic analysis. By conducting a theoretical analysis of the literature concerning integrated urban and rural development at home and abroad,, together with an empirical analysis of the Chengdu Path, this paper carries out an all-round study on the theories and practices in terms of integrated urban and rural development. Based on the analysis of Chengdu’s current situation and the exploration of the basic approach for integrating the six aspects regarding integrated urban and rural development, this paper focuses on Chengdu’s experience of establishing the "Five Systems"(the planning system, the modern industry system, the public service system, the resources allocation system and the ownership system in the countryside) to realize integrated urban and rural development. Besides summing up a universal approach for integrating urban and rural development from the Chengdu Path, this paper continues to put forward several proposals to improve China’s harmonious integration of urban and rural development.3. Main contributions and innovation of the paper This essay makes bold exploration and innovation based on the results of previous studies, and it is shown in the following aspects:(1) Enriching theoretical connotation. It analyzes the notion, goals, paths and the practice of integrated urban and rural development at home and abroad, connotation goal path, as well as the development of domestic and international practice, explains the reasons of non-balanced development of urban and rural areas, and enriches the theoretical understanding of the law of integrated urban and rural development.(2) Analyzing the present difficulties. It conducts comprehensive analysis of the defects of the theoretical level of integrated urban and rural growth at home and abroad, and from the study of a variety of practical difficulties faced by the Chengdu Pilot Area, it sums up many practical obstacles existing in the cause of China’s integrated urban and rural development.(3) Exploring the development mode. It makes empirical analysis of integrated urban and rural development by way of Chengdu Mode to extract its value for wider promotion, and puts forward new ideas and strategies to promote urban-rural integration.4Thesis insufficient(1)"Chengdu Mode" is supposed to be promoted in the extension. The pordution of Chengdu Mode has the special policy, economic, regional, natural and other factors which can not be ignored. Other cities should learn its particularity when copy it and continue to improve it in practice.(2) Thesis data may exisit a little deviation. Thesis writing is in a rush and a lot of regions and departments are involved, statistical caliber diffiers, the author’s data may be inaccurate and need further validate and deepen.
