| Rural poverty alleviation and development is a historical task of Chinese characteristic socialism construction. The implementation of’China’s rural poverty alleviation and development program (2011-2020)’, marks the poverty alleviation has entered a crucial stage. With the transformation of government functions and the public service marketization reforming, the government has to give some social public affairs to the’third sector’gradually. The participation of non-governmental organizations is not only beneficial to creating a public-spirited, mutual philanthropic social atmosphere, but also an indispensable power for promoting the’small government, big society’.Based on Haihui Daba mountainous areas poverty alleviation and development project as the study case, the paper research the project’s implementation background,objectives,operational mode and effect, combining with the results of the governance theory and the theory of participatory development. The author summarizes the experience and the deficiency existing in the success of the project through the literature and interviews and tries to find some effective measures to promoting non-governmental organizations in our country poverty alleviation project. In order to improve the effect of NGOs poverty alleviation project, the author puts forward the following suggestions, cultivating philanthropic social atmosphere, promoting the development of civil society, improving the project management, improving organizational incentives to retain the talent, government’s support and cooperation.The difference from previous studies is the more attention about the villagers’ participation. On the previous study work, scholars usually focused on the NGOS’ functional advantages and explored the game process between the NGOs and government. Although the government has important influence in the success or failure of the project operation, the villagers’participation should not be neglected. The participatory poverty alleviation puts more emphasis on the villager groups’ empowerment and participation. On the other hand, this paper attempts to highlight the analysis of the project management ability of non-governmental organizations. The paper tries to discuss the micro level operation of the project in the following five aspects, project management mechanism, target mechanism, incentive mechanism, resource mobilization mechanism, supervision mechanism. |
