Housing is a necessity for human’s living, to enjoy the housing is a basic human right. The construction of social security housing has partly solved the problem that housing price is rising too fast, what’s more,the low-rent housing system is one of the indispensable components in our country’s multi-level housing security system, which benefits both the country and the residents. However, the "one cut" approach of housing attribution in the process of implementing the low-rent housing security system, which ignores the difference of housing affordability and the levels of basic needs between the disabled and common people, leads to the phenomenon of unfairness and unreasonable attribution.Based on this, firstly the paper deals with the related literature both home and abroad, which also compares the difference of housing security policies in China and abroad. Secondly, the essay analyses the current status of low-rent housing construction and the housing situation of disabled urban residents in Changsha, and points out the deficiency in the admittance mechanism of the low-rent housing system of Changsha. Then, based on the residual income method and the extended linear expenditure model, this paper analyses the difference of housing affordability and basic needs between the urban disabled and ordinary residents. Analysis showed that, In Changsha, the average month remaining income used for housing per household of the urban disabled was just0.6of the urban residents, but the same income of the ordinary residents was1.03of the urban residents; the level of basic needs of the urban disabled was1.35times of the urban residents, however, related to the ordinary residents, their level was just0.959times of urban residents. Finally, based on difference of affordability and the level of basic needs between urban disable and ordinary residents, this paper has redesigned the income line to apply for the low-rent housing in Changsha. The new income line consists of two components:the access income line of low-rent housing apply for the disabled should relaxed to the2.25times of the original, and the new access line is2272.5yuan; the access income line of low-rent housing apply for the ordinary residents should narrowed to the0.93times of the original, and the new access line is939.3yuan. Meanwhile, based on the goal of low-rent housing coverage of the local government, the access income line should be:2796.75yuan for disable and1155.99yuan for ordinary residents. In addition, in order to ensure the smooth implementation of the new criteria, at the end of paper, the author has proposed three supporting measures:perfect the detection system of disabled; Building affordable housing in Changsha information platform、improve the credit system and accelerate the introduction of housing security which take the differences of disabled into consideration.
