With the rising standard of living of the people,housing as a basic human necessities of life,gains more and more attention.But while the marketability pace grows faster,the price of houses fall grows a big gap between low-income residents' offering ability and the price of the fitting house.Low-rent building becomes the focus of residents for it has the advantage to solve the housing problems of low or middle income families.As an important part of the housing security system,it gets highly attention from our government.On October 15th,2007, in the report of the 17th National People's congress,President HuJintao pointed out that we must pick up the speed of our social construction which is based on people's living level and improves the social security system which covers residents of city and town to guarantee them a basic life.What's more,we must further complete low-rent housing system and solve the housing difficulties of low-income families.It is the first time that National People's Congress has especially refereed housing security system and the first time has refereed the guarantee ways and object.From this we can see such an important role the low-rent housing plays in China's housing security system.However,since the implementation of low-rent housing system in our country is not long, and the development of the low-rent housing system is limited by the developing path of the housing security system,some problems exists in the low-rent housing system,such as no clear development theory,leading departments unidentified,shortage of funds and house sources,low-level law,the Government's lack of housing security functions,and many other questions etc.So the low-rent housing system is often questioned.Based on the current situation and the construction of our country,this paper carries out a comprehensive analysis on China's low-rent housing system following the logic sequence of the emergence of low-rent housing system,the development status,existing problems,relative proposal,to find out the reasonable measures to perfect the system of low-rent housing to do something meaningful exploration.PartⅠ:Mainly give an elaboration about the low-rent housing system's production and the development,thus make us have a general understanding to the background and the present situation of our country's low-rent housing system. PartⅡ:state the present supplying situation and the characteristic of the housing system through some data,and point out the problems existing in the low-rent housing system supplies,and to carry on the analysis about the causes to the problems.PartⅢ:Give a narration and induction about the department rules and regulations,the policy document on low-rent housing system in our country.The explanation and the analysis to existent problems of the low-rent housing system are carried out in this passage.PartⅣ:In view of our country low-rent housing system existing problems,give a detailed elaboration about how to improve of the housing security legislation system, explicate of government's responsibility,establish multiplication financing channel, consummate the low-rent housing onset and retreat mechanism and so on and propose the ways to perfect our country low-rent housing system.
