Innovation is the foundation of technical development and the resource of hightechnology industry. Although human resource and expenditure of scientific researchfunds in Central China increase year by year, innovation input of different provinces aredifferent. High technology industry is an innovation transformation platform, the thesisuses innovation efficiency to measure the efficiency of conversion from innovationresource into industrial new production. The thesis measures innovation efficiency ofcentral six provinces on the perspective of innovation network. The regional innovationnetwork is decomposed into regional innovation network scale, opening, chains,environment and network performance, these indicators can be concreted of impactvariables. Then the thesis obtains concrete countermeasures to improve the innovationefficiency of high-tech industry in Central China by empirical results.The thesis put2003-2011R&D capital stock and R&D personnel of full-timeequivalent of high-tech industry with input, new product sales of high-tech industry withoutput and impact indicators of regional innovation network with variables. Based onstochastic frontier analysis with Cobb-Douglas production function, we can use theBattese and Coelli(1995) specification model1and model2to measure innovationefficiency of high technology industry with impact variables or not, which is in differentlags. Considering with overall development situations and innovation input of high-techindustry in Central China, comparative research of different innovation network’s effecton the innovation efficiency can be concluded.The empirical results imply some information. First of all, R&D capital stock inputhas redundancy on the new product of high-tech industry in the next period, thus R&Dhuman capital promotes the innovation efficiency of high-tech industry in the long run.Then, the first-lagged variables as personal GDP, density of railway road network haveremarkably positive influence on innovation efficiency, the number of college students perone hundred thousand people, culture units, market degree and the amount of financinghave negative influence on innovation efficiency. In the end, the second-lagged variables as enterprise fund for college scientific research, environmental regulation have significantinfluence on innovation efficiency. According to the research, the thesis puts forward tothe construction of knowledge network, adaptive correlation of college and enterprise,environment, system to promote innovation efficiency of high-tech industry.
