Investigation And Analysis On Land-lost Farmers’ Social Security Problems In The Progress Of Small-town Construction

In recent years, with the continuous advance of small towns construction in rural areas, a large number of rural land was collected by the state in the process of urbanization, and a great amounts of agricultural labor were transferred to town or city and shifted to engage non-agricultural industry, thus land-lost farmers, a marginal social groups, gradually produced. The farmers who lost land also lost the basic source of livelihood and security and can not enjoy the basic social security such as medical insurance, unemployment insurance and others. The land-lost farmers who have no land to farming often have no jobs, some of them even can not maintain their lowest living security. This problem may limit the development of China’s economy and may also increase the social instability.Based on the investigation of status of land-lost farmers’ social security in ZhiLi of Huzhou, the problems existed in land-lost farmers’ social security were analyzed and some countermeasures were put forward in this paper. The main problems are as follows:the system of land requisition and compensation is imperfect, the social security system for land-lost farmers’ is not sound, the job placement for land-lost farmers is not perfect and so on. To solve these problems, we should improve the land expropriation compensation system, establish social security system more perfectly, reinforce the construction of social security legal system and improve the employment security system for the land-losing farmers.
