Research On Land-lost Farmers' Social Security Problem And Countermeasure Of Bozhou City

As the youngest prefecture-level city in Anhui Province,Bozhou covers an area of 8374 square kilometers with 4 million 996 thousand of permanent residents,and the permanent population urbanization rate is 37%as well as the social security of landless peasants is very serious.The thesis focuses on the implementation and improvement of the social security of landless peasants in Bozhou,conducting a research mainly from the following aspects:This paper reviews the researches on the social security of landless peasants at home and abroad,so we get the theoretical basis for the research and find new breakthrough from the current research status at home and abroad.Through the review,it is found that to change the way of single monetary compensation has been put forward for the social security of landless peasants in recent years,asking to provide a security system for maintaining the long-term development of landless peasants.Adopting questionnaires and interview,the thesis obtains real data,to analyse the current status of social security and existing problems of landless peasants.the causes of problems,and find specific ways and come up with a good solution for the social security of landless peasants in Bozhou.The thesis also particularly introduces advanced practical experience in the field of social security of landless farmers from some domestic cities such as Taicang city of Jiangsu Province,Shanghai City,Naihai city of Guangdong Province,as well as introduce a lot of practical experience from some foreign countries such as the United States,the United Kingdom and Japan,providing enlightenment and reference for the research.Finally,the thesis puts forward three countermeasures in terms of that the landless peasants in Bozhou enjoy equal public services and sustainable social security from the following aspects.First,government should publish flexible and expedient compensation policies that can be applied in economy and society as soon as possible,establish the dynamic minimum standard of living for landless peasants,set up a comprehensive social security system of landless peasants and strengthen the political participation and ideological and moral education for landless peasants.In the respect of landless peasants,they should improve the enthusiasm of participating in the basic social security and actively participate in reemployment to gradually form a habit of adapting to the life in city.In terms of society,it provide jobs and appeal landless farmers to participate in commercial insurance and private education.From all mentioned above,a comprehensive,sustainable and equal social security system for landless peasants will effectively protect the legitimate rights and interests of landless peasants,and promote the healthy and rapid development of the economy and society in Bozhou.
