Rural land in our country is under pressure from many ways.There is sharp contradictionbetween human and land,.The farmland market needs activate.Farmland circulation canreduce the efficiency loss of land fragmentation and realize the scale operation.Both in orderto improve the scale of farmland and transfer of surplus labor force, require some farmersfrom the land.Farmers both will to reserve the land and leave.The purpose of this paper is toexplore farmers willingness to exit the land contractual and management right,and analysis itsinfluence factors, in order to provide the basis for promoting land circulation.In2013,wesampled farmers in different regions from Xinyang,selected400farmer households from20village handed out questionnaires.361questionnaires are effective.The effective rate is90.250%.The main work and conclusions are as follows:(1)In the361samples, under the existing income level,45.152%of the farmers arewilling to quit the land management right,12.742%willing to quit the land contract right.Theacceptance of the farmers to exit the land management right is higher.(2)We analyzed the farmers for the land circulation cognitive situation of transactioncosts,found that it exist cognitive difference of transaction costs between farmers who hadtransfer their land or not,the latter as a whole is higher than the former. Peasant householdswho have been no land circulation overestimate transaction cost.The usage changes offarmland after circulation increase the transaction cost.The contract disputes affecting thefarmers out of the land management. The village committee has do something in the landcirculation.It still need to strengthen the role of intermediary organizations.(3)12indexes of farmers inner subjective intention are analyzed.Descriptive statisticsshow that the vast majority of farmers against the pastureland.More than half of farmers have strong consciousness on the land usufruct.Nearly50%of the farmers think the contractedland belongs to themselves..(4)We analyzed farmers’ willingness to quit land contract right and land managementright,then build two logistic regression mode.The result is: the degree of farmland quality,transportation convenience degree, the number of land block, the main members of the familyto participate in the rural endowment insurance have a positive effect on farmers’ quit of landmanagement.Agricultural income ratio, ratio of mechanical sowing and property cognitiveintensity hindered the exit of the farmers on the land management.On armers’ willingness toquit land contract right,strengthening factors are: migrant workers ratio, transportationconvenience degree, the main members of the family to participate in the rural cooperativemedical care,the psychological cost of quiting farmland.Obstacles are: agricultural incomeratio,property cognitive intensity.(5)Based on the above model and the analysis,we can get four main conclusions:Farmers’ exit of management right is influenced by multiple factors.Farmers’ state ofresources endowment constraints the exit of land management right.Land safeguard functionmake it hard for farmers to leave the land.Farmers’ emotion of leave and love the agriculturalconflicts exist.(6)At last we put forward policy Suggestions: a. Broaden the channels of farmersincome, increase rural employment scope;b.Clear definition of the rural land property rights.c.Establishing and perfecting the land circulation law system;d. Introduction of agriculturalintermediary organization;e,.strengthen the construction of rural transportation facilities;f.Develop and improve rural endowment insurance and the new rural cooperative medicalcoverage.
