Human capital is the efficient driver to the development of science. It plays an important role to decide if an organization can achieve competitive advantage. As the important measure to motivate the ability of human capital, salary management plays a critical role in the process of corporation governance. The corporation can conduct employees’behavior through the salary management to achieve the expected result and make the operation goal of corporation come true in the further step. Therefore, a reasonable and efficient salary system is the essential insurance to measure if the corporation can incorporate, retain employees and make them become fully effective. In the practical work, the internal and external conditions in a corporation can change at any time, so the diagnosis and the optimization of salary system should be regarded as a dynamic procedure. Diagnosing the current salary system of the corporation on a regular basis and adjusting to cope with the change of the environment according to the result of the diagnosis are the specific content of corporation which should be implemented in the operation level on the daily practice.Based on the diagnosis and optimization of salary system, this paper triggers the consideration and analysis of corporation to the issues of human resource management from the perspective of salary management in state-owned oil service companies. This article first generally summarizes the theories of salary management and broad band salary design. Through the reviews of the researches in domestic and abroad, the idea and the method of the broad band salary design is understood. Then combined with the current status of HB Company, we make a survey on the salary system by the qualitative and quantitative methods. At the meantime, the problems and the factors appeared in the process of the system implementation are studied. Finally, in terms of the shortcomings in the current salary management, we redesign the original salary system on the basis of the broad band salary theory, combining with employees’ demand and the broad band salary design theory. The related measures ensuring the system to implement smoothly are proposed in order to make sure that the broad band salary theory is taken to the practice.The study in this article can provide a general procedure of salary system diagnosis and optimization to state-owned corporations like HB Company, make the practical operation of the broad band salary system design come true, and be used as a reference to the salary system reform in other similar corporations.
