The Performance Research Of Agricultural Industrialized Management In The Financial Support Program In Jiangxi Province

Abstract:Since1980s, the area of plantation has deducted along with the population increasing, the lack of construction funds for the agricultural production and poor production conditions of the farmland make the overall development of agriculture itself appears weakness. To solve that problem, the concept of agricultural industrialized management is put forward, namely the short for "the integration of agriculture, industry and commerce, one-stop business for production and marketing ", which is called agricultural integration. Funds for the industrialization management in the overall agricultural development in the fiscal expenditure count for the majority of the same agriculture industrialization funds in the financial support program in the same period. As to the research for the agriculture industrialization management in the financial support program, industrialization projects in the overall development of agriculture program are the main object basicly. The overall development of agriculture program is a kind of systems engineering, aiming to promote the farmers’ income, agricultural efficiency and rural development and mainly including land management and industrialization management. The main task of the industrialized management of overall agricultural development project is to extend the agricultural industrial chain, promote the strategic adjustment of agriculture and rural economic structure and Improve overall agricultural benefits and farmers’ income through supporting the leading enterprises in the agricultural industrialization program. Since1994, our country, set up special funds separately to promote agricultural industrialization projects in the overall agricultural development funds.In this paper, the comprehensive technical efficiency of agricultural production presents overall agricultural productivity. On the basis of full understanding of the related concepts and theories of agricultural industrialized management of financial support program and the sources, structure and scale of investment in Jiangxi province, we analyzed the dynamic relationship and the degree of contributions between the capital expenditures for the agriculture industrialization project in the financial support program and agricultural production efficiency in Jiangxi province through the DEA model and other econometric analysis methods. The preliminary conclusions are as follows:First, the sources of funds should be further adjusted. We found that the the amount of self-raised funds and bank deposits has been far beyond the total amount of financial funds, which means that the Input mechanism has been implemented effectively and the gap of local matching funds has increased year by year because of the weak local government financial resources. Although the central government has issued papers to alleviate the fiscal pressure of the local government several times, the specific expenditure structure still needs to be nadjusted.Second, short-term policy influences a lot. The year of2009has been in a state of abnormal fluctuations, and the total amount of input funds and agricultural production efficiency are both affected. The sessions of the national overall agricultural development held in Nanchang in2009has a great influence on agricultural production efficiency which declined slightly from an original high value by short-term act. Thus the financial support in agriculture should focus more on long-term policy support to promote industrialized management step-by-step.Third, the causality between the Industrialization management investment for the financial support and agricultural production efficiency is not obvious, mainly because of large fluctuations in values and breaks in time series which are affected by short-term policy. However, the Financial support agriculture industrialization capital expenditures in industrialized management in the financial support program has a positive promoting effect on agricultural production efficiency in the long run and short-term causality can be proved trough the same research in other provinces,...
