As a new round of global industrial structure adjustment,the international industry gradually develop from high energy consumption and low efficiency of traditional manufacturing to high efficiency and high value-added modern service industry.As the mainstream of the service industry transfer form, international service outsourcing has gradually become the new engine which drives the global economic growth. In addition,because of its high added value, less pollution, strong ability of absorbing labor force etc,service outsourcing has a profound influence on a country’s employment structure and economic growth.As a large country in population,china faces the severe employment situation at present. In the12th five-year plan outline, solving the employment problem, especially the college graduates employment problem is still the key. Therefor,due to china is the main contracting and undertaking service outsourcing country, it has important practical significance to known about the service outsourcing affecting domestic employment. This paper divides into the following five parts:Part one is the introduction. It mainly introduces the research background, purpose and significance, the possible innovations and the insufficiencies.The contribution of this paper is mostly manifested in three points.Firstly, the research of service outsourcing is much,but mostly focused on the reasons of service outsourcing development and economic effects from the theoretical level.Few literatures make an empirical analysis for the effect of service outsourcing on employment. Secondly,the research of service contract is much,but the research of service to undertake t is few.And most of the research focuses on the analysis of the employment,the analysis of the employment structure is few.Finally,this paper constructs an analysis of service outsourcing to a country’s employment and the employment structure influence mechanism model in order to analyze service outsourcing better.Therefore,this paper is based on the domestic service industry real jobs data analyze service outsourcing influence from the perspective of contract states and undertake country respectively.It aims at the background of economic globalization and international industrial transfer for China to actively use outsourcing services to promote employment.Part two is the theory introduced. This chapter defines the concept and classification of outsourcing and service outsourcing firstly, aiming at specific research object in this paper. Then from the perspective of contracting and undertaking outsourcing states we review the scholars study about the effect on employment service outsourcing.We known that the influence of service outsourcing on employment contract awarding country still has not reached a unified conclusion, but more and more scholars believe that outsourcing is just the weak factor affecting employment, which has a positive effect on the long-term employment.Besides,the scholars generally think that it is helpful for promoting employment to undertake service outsourcing.Finally, we summarize the service outsourcing to a country’s employment and the employment structure mechanism, the influence of the theory basis for the following analysis.Part three is qualitative research.In this section,we attempt to analyze the development of global and china’s service outsourcing and the domestic employment market.Firstly,we analyze the development of China’s service outsourcing industry from the overall situation and market structure two aspects. Under the national government’s vigorously support,China’s outsourcing industry has got rapid development,the market scale is increasing year by year, has now become after India, the world’s second largest offshore outsourcing to undertake.But because china’s service outsourcing industry starts lately,there is a big gap compared with developed countries.It mainly displays in service outsourcing on a small scale,low value-added business,outsourcing enterprises lack of competitiveness, and so on.Then we analyze the current situation of china’s domestic employment market from the market macro level and micro level of service industry.Although the Chinese economy has got rapid growth, the amount of employment continues increasing, but the jobs gap exists all the time, labor supply exceeds demand.Due to service outsourcing’s strong ability of absorbing labor,high quality of employment,large contribution to economic growth,the government should support the development of China’s service outsourcing industry to promote domestic employment.Part four is the empirical research. Through the cobb-douglas production function, deduce the theoretical model of the employment demand. respectively according to the purpose of the study, we set up two models and use the2005,2007and2010panel data of Chinese16service industry, with the aid of statistical software eviews6.0regression to analyze the service outsourcing affecting China’s employment and the employment structure respectively. The result shows that both contracting and undertaking service outsourcing have a positive effect on a country’s employment. What’s more, with the outsourcing scale enlargement,it can absorb more and more skilled labor employment level, which is helpful for the improvement of the country’s employment structure. Therefore, in terms of promoting employment and improving the employment structure, it is necessary for China continuing to contract and undertake service outsourcing.Part five is the end of the paper.Above all,We known china’s service outsourcing can relieve the contradictions of employment and optimize the employment structure.Therefore,we should pay more attention to promote service outsourcing industry in China to expand the employment effect of service outsourcing.Therefor,government should stick to the strategy of service industry opening up and cooperation and making greater efforts to support for outsourcing enterprises to create a good business market environment.In addition, due to the service outsourcing is knowledge intensive industry, the protection of intellectual property rights is particularly important.On the other hand, enterprises should pay attention to human capital accumulation and enhance the independent innovation ability to enhance international competitiveness.Last but not the least, through relying on industrial demonstration zone, it can create service outsourcing industry cluster to promote the development of service outsourcing industry better and faster.
