On The Construction Of Innovation System In Hunan Province:Based On A Valuation For Abilities Of Enterprise Organization

ABSTRACT:At the Knowledge economy era, science and technology play a decisive role on economic growth. Science and technology of the external characteristics determine the supply of science and technology need the support of the government. Under the condition of market economy, how to play well the role of the government in optimizing the allocation of resources of science and technology has become a strategic problem affecting economic and social development.Along with the market situation, the development of regional economy increasingly relies on enterprise primarily regional independent innovation. In the new pattern of world economy, we must recognize that the enterprise has not through the use of low skills and low wages of employees constantly repeated low value-added production of commodities to sustain growth, only implement the independent innovation, in order to obtain advantages in the fierce market competition, survive and develop.Hunan is located in the central China, the uneven development between urban and rural areas, the regional gap is obvious. More than30years of reform and opening-up, the Hunan economy obtained the substantial progress, but, as China’s economic system further perfection and severe challenges brought about by economic globalization, enterprise independent innovation in Hunan province is faced with various new problems:belongs to the technology and equipment, improve technology transformation of the majority, with innovative products, leading innovation less. Most enterprises has not needed to foster innovative research and development ability, many companies don’t have the independent research and development and the introduction of technology digestion and absorption. High level of scientific and technological achievements, especially with independent intellectual property rights of high-tech achievements, scientific and technological achievements conversion rate is low. Technological innovation is the key to improve enterprise competition ability. Hunan enterprise technology innovation ability will improve soon, A good relationship can rapidly promote enterprise competition ability, relationship to the Hunan economy can be sustained, rapid and healthy development related to the implementation of the success of the strategy of "rise of central China".To grasp a system comprehensive understanding of autonomous innovation current situation and existing problems of Hunan, the article set up an independent innovation ability evaluation system, collecting the relevant data of14cities in Hunan province, using the fuzzy set theory of fuzzy mathematics to calculate the membership degree of data, the entropy method is adopted to calculate weight of the data, and finally calculated the14cities in Hunan province in2010and2010of the independent innovation ability score, and sorting.Through analysis and research, found that overall good capacity for independent innovation in Hunan province in2011, in2010, most of the indicators of growth more than the national average. Compared with other provinces across the country, in Hunan province is in the middle reaches level independent innovation ability, and the disparity between the top city. The emergence of this situation is related to the overall level of economic development in Hunan province, and Hunan is related to the low efficiency investment in innovation., therefore, in the formulation and implementation process, independent innovation in expanding into at the same time, more attention should be paid to improve efficiency, so as to enhance the capacity of independent innovation, improve the level of the government’s independent innovation.Finally,the research helps for the independent innovation development experience of western developed countries, on the basis of research of Hunan should from outstanding center, foster the subject of independent innovation;Advantage, and promote innovation characteristic industry;Actively guide, to form diversified science and technology innovation investment system; Strengthen the construction, construction of innovation service network and create atmosphere, optimize the environment of the independent innovation and so on several aspects to construct Hunan economic and social development reality demand and future needs of the independent innovation system.
