Rely on technological innovation tolead and support changing the mode of economic development and upgrading ofindustrial structure, to promote economic continuous growth with high speed,which has became an important strategic choice for Shanxi province to achieveeconomic rise. Therefore, Shanxi government published a series oftechnological innovation policy to guide, support, encourage science andtechnology innovation development. Policy is dynamic and unstable, It isnecessary to evaluate the effect of Shanxi province technological policy afterthese polices implement a period time, to find out the achievements andproblems, and then adjust and perfect the policy, which is helpful to enhance thelevel of technological innovation, to make science and technology innovationplay an important role in leading and supporting economic development, topromote Shanxi province economic transition and leap-forward development.On the basic of theoretical introduction and literature review of regionaleconomy, technological innovation, policy evaluation, this paper uses thecombination of qualitative and quantitative method to evaluate the effect ofShanxi province technological innovation policy. Systematically comb a series of Shanxi province technological innovation policy implemented in2005-2013years, summarize the evolutionary path of Shanxi province technological policy,and then analyze the current situation of Shanxi province science andtechnology innovation policy. The paper suggest that Shanxi province hasformed a comparatively perfect technological innovation policy system, thefinancial support of innovation policy is strengthen continuously, andinnovation tools trend to multip le and cooperative; intellectual property rightspolicy has been effectively implemented, the number of patent applications andtechnology market contracts have increased year by year; The combination oftax incentives, financial support and innovation service system constitute thesoft environment of technological innovation activities. Secondly, the paperselects meaningful indicators to build the evaluation index system of regionalscience and technology innovation policy effect, uses fuzzy comprehensivemethod and entropy weight method for quantitative evaluation of the effects ofShanxi, Anhui and Hubei technological innovation policy. Last, compare andanalyze the effect of Shanxi province technological innovation policy verticallyand horizontally. Vertical conclusion: Shanxi province technological innovationpolicy has made a substantial progress, the positive effects of technologyprogress and economic development highlight gradually; the largest rise istechnological innovation resources, expect being low in2010, the overall trendis upward; the innovation output is the most prominent, especially the hightechnology industry output is a liner upward trend; economic benefits is notobvious, but the overall effect is well. Horizontal conclusion: compared withadvanced provinces in central region, the gap between Shanxi and Anhui, Hubeiis obvious. The results not only associated with the level of Shanxi provinceeconomic development, but also associated with the low efficiency ofinnovation science and technology innovation policy. Therefore, theconclusions of research are: the effect of Shanxi province technologyinnovation policy is well, and the indicators compare apparent before and after the implementation of these polices. However, there are also some problems,such as the efforts of innovation is still insufficient, the implementation ofpolicy is biased, the lag of policy is too long. This paper put forward thesuggestions to improve the Shanxi province technological innovation policyform four aspects: optimize the environment of science and technologyinnovation; enhance the investment in science and technology innovation;promote the innovation needs; establish the coordinal system of science andtechnology innovation. At the same time, it should also pay attention to allkinds of polices are implemented comprehensively.The paper is first time to use combination of quantitative and qualitativemethods for evaluation of the Shanxi province science and technologyinnovation policy effect. Through the analysis and comparison, the paper canprovide some theoretical basis for Shanxi province implementation ofinnovation-driven strategy, which is helpful to optimize the environment ofscience and technology innovation, improve the ability of science andtechnology innovation, and then promote Shanxi province economic sustainableand healthy development.
