Efficiency Measurement Of The Development Of Producer Services In Hunan

The rapid development of economic globalization and information technology,makes the producer services become an important force in the world economy.Productive service industry is an important symbol of modernization level measuringnational economy, become the new engine for the regional economic growth. Along withthe deepening of China’s economic reforms, some developed provinces have started toenter the new stage of service-oriented economy; China’s economy has entered anunprecedented period of development. The central and local governments began togradually realize the importance of development of producer services, has introduced alot of policies and documents to promote the development of producer services. Hunanprovince is located in the middle and lower reaches of the Yangtze River, has long beenconsidered a major agricultural province. Since entering the21st century, Hunanprovince has been trying to promote the reform of economic system and economicstructure adjustment, to seek itself rapid development. At present, Hunan is in a criticalperiod of upgrading and adjusting the industrial structure, although the industry is stillthe core of the economic development of Hunan area, productive service has graduallybecome the emerging field of Hunan province to undertake industry shift. Speeding upthe development of producer services can accelerate Hunan urbanization andindustrialization and promote Hunan economic development mode shift. Thedevelopment of producer services for structural adjustment, expanding domestic demand,and growth in Hunan province has a very important practical and strategic significance.In this paper, using DEA-Malmquist approach to measure and analyze theefficiency of Hunan Province producer services. Firstly, the research related to thedevelopment of producer services at home and abroad were reviewed, and draw thedirection of this study, then describes the development of producer services basicconcepts and theories, including the concept and scope of producer services, thedefinition and classification of efficiency, the social division of labor theory, transactioncost theory, production circuitous theory and enterprise value chain theory, and themechanism of action of producer services promote economic growth. Secondly, Secondly,from Hunan producer services industry scale, output structure, investment structure threeaspects of the longitudinal comparison, and selected Beijing, Shanghai and Guangdongthree developed provinces do horizontal contrast in these aspects, then find out theexisting problems and gap, paving the way for the later empirical analysis. Again, on thebasis of above analysis, the use of DEA Malmquist method to measure the Hunanproducer services and the efficiency characteristics of each industry segment, draw theconclusion: during2004-2012the TFP of producer services are positive growth in Hunanprovince, but overall showed a downward trend; Producer services industry within the TFP, technical efficiency and technical progress of growth have larger heterogeneity, andthe cause of the TFP growth are different; there are serious waste of resources andinvestment crowding in Hunan producer services industries, in order to improve theproduction efficiency, industry should strengthen the internal management level. Finally,according to the problems mentioned above, a series of relevant countermeasures andsuggestions are put forward.
