Research On Agricultural Production Efficiency Evaluation In Heilongjiang Province

As a basic industry,agriculture plays an important role in China's economic development.It is the basis for human survival and development.China's agriculture is in an important transition period of the 13 th Five-Year Plan.Under the constraint of production resources,improving the efficiency of agricultural production is the key to sustainable agricultural development.Heilongjiang Province is an important agricultural production area and commodity grain base in China,it plays an important role in guaranteeing the national grain output.However,the agricultural development of Heilongjiang Province is greatly constrained by production resources and environment,and there are still a series of problems,such as,backward agricultural infrastructure,low quality of labor force and fragile ecological environment,which seriously reduces the efficiency of agricultural production and affects the grain output.Therefore,the evaluation of agricultural production efficiency in Heilongjiang Province has important strategic significance for ensuring national food security.This paper evaluates the agricultural production efficiency of Heilongjiang Province from three aspects: evaluation index selection,evaluation index screening and evaluation method.Firstly,it analyzes the current situation and influencing factors of agricultural production in Heilongjiang Province,and Preliminary establish an agricultural production efficiency evaluation index system on the basis of preliminary principles,processes and methods,Secondly,it use the AHP(The analytic hierarchy process)model to screen the indicators and establish the final evaluation index system,Finally,it compare the advantages and disadvantages of each efficiency evaluation method and select DEA(Data envelopment analysis)model to evaluates the agricultural production efficiency of Heilongjiang Province.According to the results of efficiency evaluation,it provides policy suggestions to improve the efficiency of agricultural production in Heilongjiang Province,among them,the policy suggestions are elaborated from three aspects of technology,management and labor.This paper based on the data of 13 regions in Heilongjiang Province from 2010 to 2016,and it uses the above ideas to study the evaluation of agricultural production efficiency in Heilongjiang Province.The results show that the comprehensive efficiency,pure technical efficiency and scale efficiency of agricultural production in Heilongjiang Province are in a stable state,and it did not show any significant improvement.This shows that there are many problems in Heilongjiang Province's agricultural ideology and production technology.Agriculture efficiency can be improved by improving the quality of personnel,changing the traditional ideas,strengthening internal management and introducing advanced technology;The comprehensive efficiency,pure technical efficiency and scale efficiency of agricultural production in Heilongjiang province are different from each other,and it presents the trend of low northeast and high southwest;From the results of DEA-Malmquist index,it can be seen that the contribution degree of each index change to agricultural production efficiency in Heilongjiang province is different,and the contribution of technological progress index is the largest,pure technical efficiency ranks second and the scale efficiency hinders agricultural development.
