Compensation Mechanism Research On The Rural Residential Land Exit In Shaanxi

With the rapid advancement of urbanization and industrialization process, in theeconomic developed areas,urban construction land grows significantly.And in contrast, underthe strict limits of current law of land circulation, illegal approval and the expansion of theoccupation of arable land,rural residential land and irrational planning exists widespread.Atthe same time, land waste is serious. The exit of rural residential land is very important forefficient utilization of it. It is good for alleviating the contradiction between supply anddemand of urban construction land and rural land. At the same time, it is useful for balanceurban and rural production, life and ecological space, and promoting the construction of newsocialist countryside.It has great significance for promoting the urbanization process and localeconomic development.In this paper, by analyzing the existing related researches of many domestic and foreignscholars about achievement of rural residential land, build a theoretical framework on the exitof rural residential land in our country.Analyze the change of land management system inChina, evaluate the current mode of rural residential land exit,Based on the analysis of presentsituation and problems of the rural residential land exit in Shaanxi Province.Then analyses thecurrent rural residential land exit in Shaanxi Province We find that some issues about currentrural residential land exit policies exist, such as ill-defined, Ignore farmers’willing, exitcompensation mechanism is not perfect, imperfect social security system and so on.Take annual income per family as a benchmark, we divided peasant household ofShaanxi Province into four classes:the low-income, low income,middle-income,, higherincome.Based on the data by field rearch of301farmers in Yangling District on farmers’willingess of exiting the rural residential land,analyze the factors of influencing farmer’swillingness of exiting the residential land were analyzed using the Logistic model..The results showed that:The "two points" pattern,“change rooms” pattern,"Doubleexchange" pattern and the overall relocation pattern are suitable for the farmers who live inthe city outskirts in relatively developed areas like Xi’an, Guanzhong,and has annual percapitawho has annual per income more than10000yuan. Communization pattern and theremoval pattern are fit for the farmers in the relatively pour areas whoes annual per capitaincome less than10000yuan.. There are some differences among factors that affect the willingness to exit the ruralresidential land between different income groups.The factors which have a significant impacton the willingness to exit the rural residential land of the overall sample include the number ofdependents, the scale of per capita cultivated land, social relationship, working place,whether there is house in the county, the role of residential land in old-age security, thefarmers’ understanding in residential land exit policy, the compensation standard and methodin residential land exit.The rural residential land exit for homestead farmers in Shannxi Province has thefollowing deficiencies:the definition of the exit is not clear,the willingness of farmers whosettle into the city to exit the rural residential land isn’ t taken fully intoconsideration,compensation mechanism of the exit to the rural residential land for farmers isimperfect,social security provisions for homestead farmers to exit the rural residential land arenot perfect,the use and income distribution of the exit to the rural residential land is notclear,the procedure of the exit lacks of inadequate supervision.
