Henan provice is one of the major areas on cotton proucing in ourcountry. The cotton processing enterprises face lots of difficulties while the cottonproduction level is decling in recent years.In this paper, we compared Henan withother province like Shandong and Xinjiang in the planting areas and yield. And wealso compared the cotton with other autumn crops planting situation, then we find outthe existing problems and the deficiency in the developing of cotton production inHenan province.Through the analyzing of the influence factors of cotton fluctuationsand the influence of production fluctuation of cotton farmers and cotton textileenterprise, we provide the basis for further acceleration of the cotton industrializationdevelopment in Henan province.The article first introduces in more than30years after the reform andopening-up,sharp fluctuations in cotton production happened in henan province. Since2006, the cotton production had declined for six years, the position in the nationalcotton production was declining. Then on the basis of introducing the changes incotton production in henan province,we further find out the cause of the changes incotton production,analyze the factors of production costs and the degree of impact onthe cotton net income.For the more reasonable arrangement of cotton productionlayout in henan province, and provide the basis for improving economic efficiency ofcotton.And then the article introduces the variation of cotton production in henanprovince in recent years, and the effects of cotton textile enterprise throughintroducing cotton textile industry, for example: cotton textile city industrial park inZhoukou, zhengzhou central plains and cotton garment industrial cluster in Nanyang,to find out the advantage of the cotton textile development in henan province. At thesame time, rising prices lead to enterprise burden and mismanagement,well-knownbrands with low share, brand awareness is not strong and so on. These problemsrestrict the henan cotton textile enterprises and the increase of productcompetitiveness, against the development of cotton industry in henan.Finally,aiming at the problems in the process of the cotton industry developmentin Henan province,we put forward the countmeasures and suggestions,in order to accelerate the development of cotton industry in Henan province.First,we shouldperfect the government service function such as strengthen the macro-control andregulation of cotton market, increase the financial support,promote water conservancyand other infrastructure construction, optimize regional layout and scientific guidance,strict management in accordance with the market;The second is improving theexisting cotton textile enterprise status,perfecting the management mechanism,propulsion equipment technical reform,improving the product quality,perfecting thetextile industry cluster in Henan province, strengthening the cooperation of textile andgarment industry, and comply with the green wave, develop the green cotton;The thirdis intensifying the training of farmers;The fourth is making full use of its advantagesin colleges and universities and realizing the achievements.
