Qiqihar is one of the most famous old northeast industrial bases in china, it has strongindustrial resources and is known as “Iron Machinery City”. It has many well-knownindustrial enterprises, for example, China First Heavy Machinery Group Company,BeimanSpecial Steel Group Company, Qiqihar Heavy CNC Company, QI tools factory. they makegreat contribution for Qiqihar local economic development. However, there is a big gap withthe majority of industrial enterprises in terms of the products, technologies, processes,equipment etc. These combined factors make the companys fall into difficulties which includelow innovation capacity, lack of energy innovation and awareness of innovation. So theresearch has a strong theoretical and practical significance for development of enterprises.In this paper, the whole article can be divided into five parts. The first part mainlyreviews theories related to technological innovation content, which include connotation oftechnological innovation, elements and affecting factors of technological innovationcapability, and innovative technology assessment. Then summarizes their contributions andshortcomings in an objective way. The second part highlights some concepts which areassociated with the technological innovation theories, including innovative content,innovation capability evaluation and technological innovation system theory, then put forwardthe overall framework of technological innovation capability assessment. Combined withtechnological innovation capability of the system theories, the third part gets the streamlinedMedium-sized industrial enterprises in technological innovation ability evaluation indexsystem by twice screening evaluation, and finaly establishes the medium-sized industrialenterprises’ technological innovation capability assessment model based on entropy TOPSIS.The fourth part analyzes the current situation and characteristics of Qiqihar medium-sizedindustrial enterprises technological innovation, then calculates the innovation capacity scoresabout Qiqihar LMEs by entropy TOPSIS. By analyzing the score results, we find mainweaknesses and problems in the innovation process. On the basis of the analysis of theevaluation results, the fifth part proposes the targeted suggestions in order to enhance thepromotion of business innovation capability from both internal and external levels.Compared to previous studies, there are a lot of traits in the article. Firstly, the articlebuilds an enterprise technology innovation ability evaluation system including technological innovation input capability, technological innovation implement capability, technologicalinnovation output capability and technological innovation environment. Secondly, the articlebuilds an technological innovation capability assessment model based on entropy TOPSIS,and evaluates the medium-sized enterprises’ innovation capability in Qiqihar by using themodel. Finally, the article put forward the safeguard mechanism aiming to promote theinnovation ability.
