The Eighteenth National Congress of the CPC proposed to promote theconstruction of ecological civilization vigorously, it means that technologicalinnovation with ignoring ecological benefits can not meet the demands of the times.Jiangsu as the forefront of the country’s innovative province, ecological problems hasbeen a key factor to hinder its sustainable development. Therefore, this article chooseJiangsu Province as the research object, make an empirical study on its ecologicaltechnology innovation, and advanced some countermeasures. The study can alsoprovide reference basis for other provinces, and the main contents and conclusions areas follows:After review related literature on the ecological technology innovation, the paperanalyzes Jiangsu’s current situation of ecological development and technologicalinnovation, and founds that the industry has dominated on its economicaldevelopment, and there is a large proportion of heavy polluting industries, so thepopulation of energy saving and emission reduction is not ideal; Meanwhile, thetechnological innovation’s transformation rate still needs to be improved, and weshould increase its investment in basic research as well as the sales revenue of newproducts.Then, from the three angles of economic and social infrastructure, input level andoutput level, the paper constructs the evaluation model of ecological technologyinnovation in Jiangsu province. In aid of SPSS software, it using factor analysis ofhorizontal and vertical empirical research, and extract four common factors: the levelof technological innovation, the level of social innovation, the level of energy savingand recycling. The Horizontal study founds that the level of ecological technologyinnovation in Jiangsu province has an absolute advantage, and ranked sixth in thenation. There is good economic fundamentals and corporate’s eco-innovation abilityin Jiangsu, but the government’s financial support for R&D funding is insufficient, and unemployment rate is at a medium level, so they make the social benefit becomenot significant. At the same time, the effect of business and social innovation is alsoreflected in the environmental factors, despite there is higher overall utilization ofindustrial waste, we still need to reduce pollution emissions and improve the harmlesstreatment rate of domestic garbage.The Longitudinal study founds that the level of ecological technology innovationin Jiangsu is in a relatively stable growth, and the rapid economic developmentscreated favorable material conditions for innovation, but the increase rate ofenterprises’s self-dependent innovation capability is not high. Furthermore, thegovernment finance investment proportion has not formed a substantial growth, andunemployment of urban residents can not be effectively improved, these factors are allinfluencing at social results. At the same time, the level of energy-saving,emission-reduction and resource recycling shows a rising trend, but the growth is notstable.Finally, combined with the horizontal and vertical comparison, the articleproposes five measures to improve the level of Jiangsu’s ecological technologyinnovation: to improve the government’s fiscal stimulus strategy; to promote theenterprise’s ability of ecological self-independent innovation; to play the intermediaryrole; to ameliorate the policy system of ecological technology innovation; to perfectthe financial service system of ecological technology innovation.
