With the progress of China’s economic transformation, innovation-driven has gradually been proposed to be a national strategy. Scientific and technological innovation has become the focus to enhance overall competitiveness, also an important instrument for the regional economic coordination, balance, and sustainable development. Jiangsu as a big economic province of China, the R&D input intensity of Jiangsu Province is higher than the national R&D input intensity, while the contribution of scientific and technological progress of Jiangsu Province is lower than that of developed areas like Shanghai, Guangdong Province, which indicates a relatively low efficient use of R&D fund. Therefore, it is of important guidance and practical significance to optimize the R&D resource allocation, improve R&D management and make strategy for R&D development of Jiangsu Province in the new normal, in order to accelerate the economic transformation and upgrading, and to improve the overall competitiveness of Jiangsu Province.In this study, we firstly investigated the theory of R&D activities, sorted the literature related to R&D efficiency evaluation in the domestic and foreign,understood the meanings of the R&D efficiency and R&D efficiency evaluation, and summarized the factors affecting R&D activities. Firstly, we analyzed the condition of R&D activities from the overall and three executive departments in Jiangsu Province in 2014, and compared the results with Shanghai, Guangdong Province. Secondly, this study established the index system for evaluating R&D input and output efficiency,and got the results of comprehensive technical efficiency, pure technical efficiency and scale efficiency of 13 cities in Jiangsu, and compared the results with other 30 provinces, meanwhile, we calculated the TFP change index, and analyzed the factors affecting R&D activities. Finally, based on the results and problems of R&D activities in Jiangsu Province, we put forward some beneficial recommendations to promote R&D activities.From this study, we draw following conclusions:(1) although the R&D totalinput in Jiangsu Province increases year by year, the structure of R&D personnel input and fund input is irrational;(2) although the R&D total output also increases year by year, the output efficiency is not high, the low quality of patent output affect the R&D output;(3) from the analyze of the R&D efficiency in 13 cities, we discovered that the R&D efficiency in South Jiangsu was higher than that of North Jiangsu.(4) from the analyze of the R&D efficiency in 31 provinces, we draw that the R&D efficiency in East China was higher than that of West China, the R&D efficiency in Jiangsu was at an upstream level among the 31 provinces;(5) 2008-2013,the comprehensive technical efficiency, pure technical efficiency, scale efficiency and Malmquist TFP in Jiangsu increased year by year, and the technical progress was the main factor for TFP increase.From the above analysis, we propose following suggestions: to optimize the structure of R&D staff input; to increase government and foreign investment; to increase the input intensity in basic research; to develop with the pattern of South Jiangsu as a center and the North Jiangsu, Middle Jiangsu as two wings; to enhance the government investment in North Jiangsu and Middle Jiangsu; to promote R&D input in high-tech industry; to accelerate the transformation of scientific and technological achievements, complete the system of intellectual property and financing service, and guide the implementation among the three executive departments in Jiangsu.
