Grain To Green Project is has long been widespread concern in the community.Although this project has made great achievements, but people did not very objective analysisof how to evaluate the results already achieved and the focus of the next phase of Grain toGreen Project undertaken. Income situation of farmers and technical efficiency can beimproved is an important indicator for evaluating the effect of Grain for Green Project.Therefore, the effective evaluation of the Grain for Green Project of the western region tocarry out one of the starting point was to evaluate the contribution of TFP to farmers’ incomeand agricultural output. According to field research experience, household income, andtechnical efficiency of different scale farmland must be different. In this paper, thelogarithmic stochastic frontier production function model, the western region of the fourcounties (Wuqi County in Shaanxi Province, Dingbian County in Ningxia Province, HuachiCounty in Gansu Province and Shimian County in Sichuan Province) technical efficiency ofdifferent farmers and farmland scale empirical analysis of influencing factors, Grain forGreen Project in order to identify the impact of different farmland scale farmers income andtotal factor productivity.According to the empirical analysis of the TFP, the main conclusions of this paper are:(1) After returning farmland to forest project implementation, technical efficiency ofagricultural production and farmers’ income have dramatically increased (2) Grain forGreen Project has a positive influence on TFP of farmers owning small–scale farmland, theiragricultural TFP is mainly affected by changes in technical efficiency. For a relatively large-scale farmers farmland, their agricultural TFP occur because of changes in the larger impactof technological progress.(3) the impact of exogenous variables concerning farmer’stechnical efficiency including the farmland area, years of education, the number ofhouseholds and agricultural inputs of labor time on the technical efficiency of agriculturalproduction has a positive effect; affect the size of the farm household technical efficiency ofagricultural production is negative. Based on the above conclusions, the paper suggested thatthe Government should further intensify efforts to carry out the work of returning farmland to forest, good training rural labor, vigorously popularize education, especially higher education,and actively carry out advanced agricultural techniques and results of promotion.
