In the new period, the land consolidation works up to the national level，the meaning of theland consolidation is further enrich and perfect. The land consolidation can increase the effectiveuse of land area, ease the contradiction between people and land, and promote the harmonybetween human and nature. The land consolidation has become the effective means to dealwith the constraints of resources of environment constantly, the main means to promoteagricultural modernization and new rural construction, and the basic way of establishing the "twotype" society. The rural land consolidation benefits the countries, but it lacks the overall planningguidance and basis theory, so it need the scientific theory and the correct guidance. In thiscontext, carrying on the comprehensive evaluation of land consolidation potential researchappears especially important and necessary.Based on the reference of the land consolidation potential evaluation at home and abroad,the paper defines the concept of the potential harnessing of the rural land and its comprehensiveevaluation, distinguishes the types of the rural land renovation potential to build the evaluationindex system,using the combination of qualitative and quantitative method,computing potentialcomprehensive evaluation index, land reclamation potential level.
