In recent years, with the rapid development of the e-commerce, the developmentof the logistics in the e-commerce is unsatisfactory, restricting its development andbecoming a weakness to the development increasingly. C2C (Consumer to Consumer)as a kind of the transactions on the Internet named "private to private" will becomethe main force for the future development of the e-commerce. However, in reality ofthe C2C online transactions, due to a wide range of the commodities trading and theuncertain demand of the customers, the logistics and distribution in the C2C showedthe characteristics such as small quantities, wide distribution area and highdistribution frequency, leading to the higher logistics costs, not timely delivery andthe lower level of the logistics services, which is bound to hinder the development ofthe e-commerce.Therefore, how to design a reasonable logistics and distribution system for theC2C e-commerce, not only to meet the current development needs of the e-commerce,but also to reduce the costs of the logistics and enterprise, improve the levels ofservice and the shopping experience of shoppers is the current problems to be solvedin the C2C e-commerce.Based on these backgrounds, this paper analyzes the problems exist in thelogistics of the C2C e-commerce. Combined with the plan of “large logistics” ofTaobao, it proposes a new planning idea of the e-commerce logistics which is a modelof the large logistics and distribution, and then use the AHP(analytic hierarchyprocess) and BLP(bilevel linear programming) model to make a plan for locationselection in the large logistics network from the qualitative and quantitative point ofview. Specific chapters are as follows:The first chapter introduces the background and significance of the topic,elaborates and analyzes the relevant literature at home and abroad;The second chapter studied the limitations of the existing distribution model inC2C and the necessity of large logistics and distribution, analyzes the theory of thelocation selection about logistics center and the BLP;The third chapter constructs an evaluation system of facility location includeeconomic factors, natural environmental factors, infrastructure factors and other factors, then use the AHP to rank the address of the alternative logistics center whichlay the foundation of the analysis in the next chapter;The fourth chapter describes and analyzes the problems of the large logisticsnetwork planning based on the analysis of the AHP in the third chapter and build aBLP model, the model is a bi-level multi-objective programming model which candivide into two parts, the upper model is aimed to minimizing the total cost of theprovider of the e-commerce, the lower model is aimed to minimizing the total cost ofevery enterprise, and design a method based on genetic algorithm to solve it;The fifth chapter designs a case for the BLP model and uses the softwareMATLAB to solve the problem that demonstrates the effectiveness of the model;The sixth chapter summarizes all the paper, points out the deficiencies andprovides a direction for further research.
