The emerging strategic industry planning of our nation, including Marine Industrythat contains marine modern service industry, highlights the functions of maritime waterservices. The Department of the Central Party has clearly proposed developing waterwaytransportation which has large volume, less pollution, and less space and constructingconvenient, smooth, efficient, and safe waterway transportation system, for the expansionof national maritime regulatory and service platform. Law-based administration hasbecome the important content in fundamental decision-making for the people and theRule of Law, providing strategic supports for mechanism perfection of maritime,deepening of the reform, standardized management and further development. Theconstruction of public management and social service-oriented government provides thedirection of development of maritime management functions and management modeltransformation and further development. Hainan Maritime Bureau is the member of themaritime safety administration of the People’s Republic of China, and it occupies animportant position in the national maritime system. It has large scope of jurisdiction,tackles arduous tasks and is rich in business and management experiences, having goodadvantages of relative conditions and superiorities in achieving the growth goal.With thedevelopment of maritime affairs, talents play an important role in institutions’ growth.This thesis studies the construction of talents team in Hainan Maritime Bureau and thedevelopment in long run of strategic orientation, providing theoretical support for thedevelopment of Hainan Maritime Bureau.Firstly, it reviews the literatures home and abroad, analysis of the researches in thestrategic talent team construction reveals that, there are few literatures in this area.Secondly, it analyzes economic situations of Hainan, development of Hainan maritimebureau’s at present, and the significance of Hainan maritime bureau personnel planning.Then, it presents SWOT analysis in talent team construction of Hainan maritime bureau,based on which, formulating the development strategy framework and presentingstrategic choices for the personnel construction of H maritime in detail. Based on theforegoing conclusions, it positions the talent team construction strategy of H maritimebureau institutions. Finally, it puts forwards countermeasures in the path and control ofthe talent team construction, taking H maritime bureau as an example.The research provides some ideas and reference for the implementation of maritime institutions talent strategy function and solving the dilemma of development. In order tomeet needs of the new development of maritime systems business unit and improvecompetitiveness and to meet new challenges, it puts forward design suggestions ofoperation mechanism of China maritime system talent team construction to provide abreakthrough for const ruction innovation of China’s maritime system talent team.
