Research On Social Assistance Of Landless Peasants In The Vision Of Sustainable Livelihoods

Landless peasants are a special population groups,they are the result of thedevelopment of urbanization and industrialization, their life, employment,pension willface enormous challenges without land.Because of mechanisms,local management,institutional and other comprehensive aspects,some landless peasants’ security problemsdon’t get proper arrangements so that they become a farm who no land,no employment,nominimum living allowance.In recent years,many scholars concern the problems of socialassistance sustainable livelihoods for landless farmers.In this paper,the author analysis the problem of social assistance,and put forwordadvices about how to solve the problem from the perspective of sustainable livelihoods.Inorder to solve social assistance,we can use positive welfare theory,the theory ofsustainable livelihoods,citizenship theory,asset-building theory as the theoretical support.In order to improve landless peasants’ social assistance level,we can innovate the conceptof social assistance,achieve sustainable livelihoods as the target,perfect social assistancelegislation,clear government responsibility in social assistance,introduce forms ofparticipation of landless peasants prevent poverty,create a "Minimum living andCapacity-building "model,establish and improve a wide range of health care system andlandless peasants business system.Meanwhile,to achieve employment and socialassistance system interrelated and sustainable livelihood development of landlesspeasants,the author advices to establish agricultural land development rights,innovate theform of land acquisition,improve the professional quality and skills of landless peasants,improve the unemployment insurance system and so on.
