The Research On Pixian Government Responsibility For Sustainable Livelihoods Of Landless Farmers

In our country, the meaning of land to each farmers, it is not only the production and living materials, but also guaranteeing their basic livelihood and future pension. However, as China’s economy and increasing levels of urbanization, the government imposed large number of rural land, especially at the urban and rural junction, for the construction of urbanization and industrialization. A large number of farmers lost their survival base, become "vulnerable groups" which "non-farming land, no social security, unemployment, no money to start," walking between urban and rural areas. Most landless farmers’livelihoods are unsustainable pattern. Their survival and development situation are not optimistic. Government, as the main defenders of the land and the rights of all members of society, should assume security responsibility for the sustainable livelihoods of landless farmers. Fully maintain its "right to life" and "the right to development."In this paper, on the basis of reading large numbers of literature which study on landless farmer’s sustainable livelihoods and the government responsibility on it. And then the author of this paper arranged the literature. At the same time, in this paper the author elaborated the theory of government responsibility, combined with the theory of sustainable livelihoods, providing a theoretical basis to the responsibility of government in landless farmers’sustainable livelihoods. In-depth analysis of the responsibility of the Government in the sustainable livelihoods of landless peasants should bear. Then, the author’s own fieldwork in Pixian, detailed analysis of the government in the process of protection of landless farmers assumed responsibility for sustainable livelihoods in the problems, and the problems for the analysis of the corresponding reason. Based on this, the author proposes some measures for the government to improve responsibility for sustainable livelihoods of landless farmers: First of all, the government needs to clarify the relationship between the central government and local government, its clear division of responsibilities related to sustainable livelihoods of landless farmers; Secondly, governments should regulate their government functions and raise awareness of the responsibility of government departments and its officials; Meanwhile, through the establishment of market-oriented land expropriation mechanism, improve the social security system of landless farmers, establishing a mechanism for re-employment, sustainable livelihoods for the protection of landless farmers to provide adequate safeguards system; In addition, to further improve the existing taxation system, strengthen the government’s financial support for sustainable livelihoods of landless farmers; Finally, the government accountability process to protect landless farmers in sustainable livelihoods, should strengthen supervision, improve the formation of the regulatory system.
