National security is becoming more and more important.As a guarantee of national security,the military industry is also widely concerned and will develop rapidly in the future.With the economic development under the new normal and the constant changes in the international environment,the update speed of weapons and equipment becomes faster and faster,and the component design becomes more and more complex.China’s speed of updating weapons and equipment is getting faster and faster,and the complexity of military projects is getting higher and higher.Military engineering projects are an important part of national defense engineering.At present,there is a big gap between the management of military engineering projects in China and foreign countries.Under the complicated situation of the world,it is more important for military projects to ensure successful implementation.This requires China.The military project management level can withstand a severe test.This paper combines the implementation capability of military project with the theoretical model of management maturity,and explores a mechanism and model that can evaluate the management level of military projects in China,thereby shortening the development cycle,saving investment,finding deficiencies,and timely improving and adjusting risks.It is also expected to supplement the theoretical knowledge of the management level of China’s national defense military projects.Firstly,this paper expounds the research status of the maturity model of project management at home and abroad,and gives a detailed overview of the concept of project management,the concept of project management and the concept of project management maturity.Then,the characteristics of the maturity of project management and and then the characteristics of military industrial project management are summarized.Combined with the above characteristics,the characteristic factors of each stage of the life cycle of military industrial projects are extracted,and five specific influencing factors of the maturity model of military industrial project management are obtained.Of existing theoretical research combined with the actual research project management maturity model were compared,and then according to the characteristics of the corresponding relationship between the established improved China’s military class project management model can be used for reference,build toimprove the military project management maturity model,mainly includes two parts,respectively is: one is the military on the implementation of project management maturity evaluation index system,the other is military class project management maturity level standards;Then the procedure and calculation process of fuzzy nearness degree method are introduced in detail and the fuzzy nearness degree method is applied to model evaluation.Finally using a carrier collected by the military’s broadband transceiver module project to carry on the empirical analysis,this paper applied to build the index system of military industry project management maturity degree and grade standards and fuzzy method to evaluate the project management maturity stage,the results also confirmed the fuzzy closeness method using the military-industrial complex project management maturity model is effective. |
