The Establishment And Applications Of ISO9001Quality Management System In Sichuan Petrochemical Company

Quality and quality management is the everlasting and core competitiveness for anenterprise, which matters the enterprise’s the survival, market share and the sustaineddevelopment in the fierce market competition since the beginning of the21st century.ISO9001, the world’s most popular quality management system standard, is the internationalpractice adopted by companies to manage and strengthen their quality management. It is ofmost important for an enterprise like Sichuan Petrochemical Company （SPC） to build anormative and effective quality control system. SPC is the key investment project of CNPC,and the first set of large-scale refining integration project in southwest China, which involvescomplicated techniques and refining standards and great social responsibility. SPC is facingeven more challenging issue for quality management in terms of pressing ratio of its scale（Annual production of800000-tons ethylene and10million tons refined oil） and staffpopulation （1535employees）, the normal size of which should be20,000and30,000people.All situations mentioned above request SPC to adopt a flat organization structure managementso as to realize a normative and effective way of developing the enterprise under the criteriaof quality control system.Based on GB/T19001-2008/ISO9001:2008, Quality Management SystemRequirements and the guidance of China National Petroleum Corporation’s relatedrequirements, this research explored the establishment and applications of ISO9000qualitymanagement system in SPC, and created correspondent management documents:GB/T19001₂008/ISO9001:2008Quality Management System and Procedure Documents,to maintain an effective and standardized operation of the quality management system, andfurther enhance company management as whole, and this paper also offered a newmanagement pattern: integrated outsourcing, as a solution to non core business for largestated-owned enterprises in China.
