With the rapid economic development, needs and values of people has become more diversified and personalized and human resource management has become more challenging and artistic. The enterprise's senior leaders began to realize that the quality and effectiveness of human resources management had become the most important factor which decides the future of the company and whether the company can maintain its competitive advantage. Corporate culture permeates in all activities of enterprises. Different corporate cultures determine the difference in human resource management effectiveness. The academic and the business community have been generally recognized that corporate culture has a role in encouraging and promoting human resources management effectiveness. But what kind of corporate culture is more conducive to promote the enterprise human resources management effectiveness and how different corporate cultures influence the human resources management effectiveness becomes a tricky business in many enterprises.Based on the literature review this article divided corporate culture into four types and examined how different types of corporate culture influence human resource management effectiveness from the organizational level. This article selected the mature western scales, and obtained the data by questionnaire based on 297 employees. This article examined the effect on human resource management effectiveness from corporate culture and the effect on them from the individual characteristics variables by reliability and validity testing, correlation analysis, regression analysis and variance analysis. The results are as follows:(1) There is a significant correlation between corporate culture and human resource management. Different corporate cultures have impact of different degrees on the various dimensions of human resources management effectiveness. Clan culture has a good contribution to the various dimensions of human resources effectiveness.(2) Corporate culture and human resource management effectiveness between the staff of different genders showed no significant differences.(3) Human resource management effectiveness showed significant differences between the staff of different ages. 30-39 year-old employees in nine dimensions were significantly lower than other age employees. On these dimensions, the age of 50 above employees showed significantly higher than other age groups.(4) Human resource management effectiveness showed significant differences between the staff of different educational level. On Reward system and Organizational objectives the staff on high school level and below showed significantly lower, while on the Intrinsic satisfaction the staff on the doctorate level of education showed significantly higher than other employees.(5) Corporate culture and human resource management effectiveness showed significant differences between the staff of different positions. On Market culture and Intrinsic satisfaction senior managers showed significantly higher than employees at other levels.(6) Human resource management effectiveness showed significant differences between the staff of different departments. The staff in the general manager's office and technical departments showed significantly higher than other sectors on seven dimensions, while the production sector showed significantly lower.
