| With the changes of the world economic situation and the penetration of thereform and open of China, technological innovation has become the core engine of theadjustment of economic structure and the sustainable development of China. As animportant carrier for the output and industrialization of new scientific andtechnological achievements, the high-tech industrial parks have been playing a moreand more important role in the transformation of economic development of China.Tianjin Future Science City, as a brand new high-tech industrial park, has somecommon characters with others, but also confronts many new tasks and challenges.CommonIn this paper, Tianjin Future Science City is taken as a study case. It starts fromthe theories of growth pole, industrial cluster and new public management and a briefanalysis on high-tech industrial parks in domestic and abroad. Contrasting with ZhongGuancun of Beijing, Zhang Jiang of Shanghai, Xi’an High Tech Zone and the otherthree Future Science Cities, the paper gives a relatively detailed introduction andanalysis on the development history, successful experiences, the performance of thelocal government and the problems and their causes as well. The SWOT modelanalytic method was used in this paper as an important method to analyze thestrengths, weaknesses, opportunities and threats facing by Tianjin Future Science City.The strategic positioning has been definite and results in the new “1,2,3,6â€developingstrategy: international talent highland under new operational mechanism, leadingindustrial research and development platform, achievements transformation basegathering high-end elements and the other three. Suggestions are put forward toensure the smooth implementation of the strategy: Creating more favorable policyenvironment, relying on the "Beijing Tianjin Hebei integration", enhancing the scalestrength to fully fulfill the leading role of scientific and technological innovation,creating ecological and livable environment and establishing service-orientedgovernment. |
