Implementation Status-quo Analysis And Future-Development Countermeasure Study On Tianjin IEM Strategy

Tianjin Municipal Government decided to move the downtown enterprises eastward to TEDA and the Free Trade Zone in the Binhai New Area of Tianjin in 2000. By the chance of this strategic movement of downtown industry, hi-tech industries can be greatly enhanced, traditional industries can be timely reformed and industrial structure can be effectively optimized. Then some policies supporting the movement were issued successively. Over 10 years of the movement, such industrial sections as electronic information, medical industry had already taken their shapes, and the industrial structure had been optimized to some extent. There are still problems like less-intensiveness of the land use hindering the progress of the movement. To solve these problems and to improve the efficiency of the strategy, this thesis will base its opinions on mainly two documents,"Tianjin City Urban Planning"and"the twelfth Five-Year Plan for Economic and Social Development of the Binhai New Area of Tianjin". The thesis will make an all-round study of and detailed analysis on the industrial eastward movement since 2000 by focusing on some key groups and key enterprises of the city.Firstly, the thesis sums up 13 experience in five aspects: allocation of resources, industrial and product structure, Organizational Structure, competitiveness of enterprises, and regional economic development. They include: it starts the intensive use of land and optimization of industry in Tianjin and paves the path for further urban development; activated land of all the enterprises eastwarded;the land price difference has been exerted adequately by moving out of downtown and capitals for technological reformation of enterprises are thus guaranteed; lots of downtown land has been cleared for infrastructure construction and the third industry development; the share of the output value of these industries rises drastically and the construction of the Binhai New Area has been stepped up; dozens of professional production bases have been set up and industrial aggregation is preliminarily achieved; advantageous industries has leaped forward, and sustainable development and competitiveness of enterprises are greatly improved; the restructuring leads to improvement of management skills; the state-owned enterprises showed their influence and gave strong impetus to other economic patterns; great achievements have been made in investment attraction to promotes regional economic development.Secondly, the thesis discusses and analyzes 12 major problems reflected: there has been no authoritative organization by now to conduct an overall planning and coordinate the Movement; policies concerning state-owned enterprises need improving; there is repeated building and disordered competition in all the development areas and high-tech parks; the east industrial area has not built enough supporting facilities like dwellings, hospitals and schools; the intensive use of land has not been achieved for some enterprises yet; some moved-out enterprises have few financing channels and did not profit by selling downtown land; the unreasonable structure of different trades still exists within industrial allocation; some of the enterprises did not take into consideration their long-term plan during the Movement; some of the enterprises did not reform and restructure completely; some of the enterprises simply moved out geographically and were not improved in terms of structure; management skill needs improving. As for the above-mentioned problems, the thesis makes deep analysis and tries to find reasons for them.Thirdly,The thesis proposes 12 countermeasures correspondingly on the basis of some new economic theories in fields of industrial structure and industrial organization: a leading group should be set up to control and coordinate the overall movement and ; relevant policies concerning the eastward movement enterprises should be made in more details; development areas and industrial park of different levels should be further screened and rectified; the building of supporting facilities in the industrial areas should be stepped up; it should get the maximum use out of land; more financing channels should be created and adopted to raise money for enterprises'movement and development; land purchase and grant policy should be readjusted so as to increase the profits of land selling; mid- and long-term plans should be scientifically made in terms of enterprises'further development; Enterprise Group as the main body, further optimize the industry layout; the reformation and restructuring of enterprises should be stepped up; the examination of the movement programs should be strengthened; geographical movement without improvement or promotion should be prohibited; the corporate governance should be further improved.The thesis adopts case study approach by focusing on 12 large enterprise groups as the Textile Group, the Chemical Group and 32 key enterprises as Tianjin Steel Plant. Lots of research has also been made on policies of the Finance Bureau and on the situations of the concerned development areas as well. Moreover, the thesis aims at prospectiveness, scientificity, systematization and feasibility, and the result is expected to comply with the long-term development of the Binhai New Area and Tianjin Overall Urban Planning.So far, there has not had a single organization or individual yet who has ever made any study on the implement of the strategic movement of Tianjin industry. The innovation of this thesis lies in its guidance function and practice orientation to Tianjin Industry Eastward Strategy Movement, which is achieved after the author's adoption of theories of strategic management, industrial structure, and regional development and a multi-perspective research of the related articles.
