National Central City is the objective of urban development. Technology is thedriving force of contemporary urban development, and its development is closelyrelated with economic and social and is not isolated existence and operation. Fromthe complex systems theory, the technological strength of National Central City isan organic whole system including technological innovation subsystem, technologyinfrastructure subsystem, technology applications into achievements subsystem,science and technology for economic development and social developmentsubsystems. Under the rational planning and configuration of science andtechnology subjects all kinds of scientific and technological resources are fullyeffectively used and play a role in promoting economic and social development.The development of technological strength of National Central City should focus oneach subsystem, narrow the gap between the subsystems, and promote thecoordinated development of subsystems to enhance the development of the system.Started from the connotation and denotation of technological strength ofNational Central City, the paper analyze three basic conditions and four factors oftechnological strength of National Central City, and analyze the formationmechanism of technological strength of National Central City. By building adynamic multi-level evaluation system of technological strength of National CentralCity, the paper initially described the fit between the underlying index andsubsystems using fuzzy evaluation method.Meanwhile, it uses Super Efficiency DEA input-output model to analyse theinput-output efficiency of Wuhan and National Central Cities, and points out non-DEA effective investment redundancy and output deficiency of each city. Usingcomprehensive evaluation method to evaluate the strength of science andtechnology, it ranks the technological composite index of Wuhan and NationalCentral Cities. It constructs the National Central City science and technology-economic-social development model, and analyses the coordinated developmentevolution path of each city, and makes comparison between coordinateddevelopment index and composite index. The result is the coordinated developmentmodel is better than comprehensive evaluation model. In addition, according to theevaluation results, it puts forward development strategies for Wuhan. This paper contains the following three innovations:(1) This paper builds a multi-dimensional multi-level fit relationship indicatorsystem of technological strength of National Central City. In the basis of definingthe concept of National Central City technological strength and analysis of the basicconditions and factors of technological strength, combining with related researchscholars at home and abroad, this paper builds a multi-dimensional multi-level fitrelationship indicator system of technological strength of National Central City.(2) This paper establishes the science and technology-economic-socialcoordinates development top-level index model of National Central City. In order toevaluate the coordination of technology development, it establishes the science andtechnology-economic-social coordinates development model. The evaluationresults are more in line with objective facts.(3) This paper proposes technological strength coordinated developmentstrategies for Wuhan. Through comparative evaluation on Wuhan and NationalCentral Cities and based on the long-term strategy for the construction of Wuhan,this paper proposes technological strength Wuhan coordinated developmentstrategies to enhance the power of Wuhan.
