The world's competition, nowadays, is mainly focused on the human resource. Highly qualified manpower is the ultimate guarantee for the healthy, sustainable and stable development of communication engineering industry. The improvement of employee's quality mainly depends on systematical training programs. And more and more company managers place the most importance on employee's training, and take it an important magic weapon in enhancing the management and competition power. Under this background, the article analyzed the reality of employee's training system in Henan Communication Engineering Company thoroughly and roundly, and put forward a market-oriented economy blueprint on employee's training system in Henan Communication Engineering Company.The article includes four sections. The first part is mainly about training , the theory of training system and learning organization. The second part, from a macroscopic perspective, analyzed the present condition and shortage about employee's training in Henan Communication Engineering Company.The third part is a core part of the article, based on the two parts above, the author put forward employee's training system in Henan Communication Engineering Company is made up of the two systems: an operating system and a safeguard system. This part mainly is to set up the operating system of training, which includes the analysis system on the need of training, under the combination of various classes with the programming of each personnel's characteristic, scientifically differentiate the staff who receive the training and the style of the training; then the article designed the contents, the whole plan of training and implementing measures about the training programs; Corresponding, the valuation system of the engineering company training is a crucial step. According to the Ke-model, each aspect should be deeply evaluated. In the end, the perfection of production transformation system makes the whole training system a well-ordered close developing system.The fourth part starts from the perfection of structure of the training programs, then the author analyzed how to guarantee the well development of the training system from the notion, responsibility and the systematic views; then the author continued to analyze how to guarantee the movement of the training system on the basis of materials and manpower; finally, to establish the study organizational culture which can accord with the training facilitating atmosphere is very important.To sum up, any training system should constantly develop itself according to its purposes, circumstances and perfection procedures, and, in the end, serve as an accelerator which could suit the company's management and future development.
