Research On Innovative Culture Construction Of JCDK Key Laboratory

The concept and meaning of innovation have been continuouslydeveloped and expanded, since the concept of innovation was firstproposed by Joseph Schumpeter about100years ago. Nowadays,innovation has been extended from a single economic theory to a systemscope which includes politics, economics, military, society, technologyand culture. Innovative culture is regarded as an organic synthesisincluding internal and external factors which are conductive to innovation.State key laboratory is an important portion of national science&technology innovative system. The construction of innovative culture is asignificant step for achieving objectives of laboratory construction. Theinnovative culture of the laboratory is to create values and developmentviews which benefit the innovation; set up corresponding motivatemechanism which enrich the innovative cultural deposits, and build theinnovative environment.In this paper, according to analysis of present situation of the statekey laboratory, we have found that, outstanding achievements has beenobtained after30–year’s building and developing, however, aimed atbuilding an innovation-oriented country, there are some issues in state keylaboratory, such as irregularity of academic level, impercipience ofinnovative culture, inadequacy of conception, impetuous academic,administration tendency, low conversion rate of innovative achievementand management system. We sorted out the interaction of innovation andculture from the viewpoint of conceptual culture, institutional cultural andutensil culture; presented the influential factors of innovationperformance; and built the relation model between the construction ofinnovative culture and innovative performance. Finally, by taking theJCDK key laboratory as the research object, the current problem is foundand a new strategy of the innovative culture construction is proposed byquestionnaire survey.
