Along with opening up and reform continued to deepen, and Qiqihar, as oneof the most important industrial city in Northeast China, and slow developmentcompared to other cities, especially those in coastal cities, government regulation,the schedule of planned economy into bondage, favorable conditions of negativefactors hindering local economic development. Under the conditions of marketeconomy to get rid of the burden of history in Qiqihar, keep up with the rapiddevelopment of the national economy, change dominated by traditional industrieswill take full advantage of the country’s policy, integrating the domestic andforeign resources, take the road of scientific development and independentinnovation.Narrative of industrial transformation and development of the old industrialbases in Qiqihar. Aims to highlight the urgency and necessity of industrialtransformation of Qiqihar, a strong reference to a country or city successfultransformation experience gives us inspiration. Through SWOT analysis method,Qiqihar analysis of strengths, weaknesses, opportunities, and challenges, andclear understanding of the status of the Qiqihar, successful restructuring of oldindustrial bases to get a way out. Innovation on the basis of the proposed projectsaffecting economic development strategy, and on this basis, to optimize theindustrial structure, relying on the geographical advantages, the implementationof strategies for industrial clusters development and Park expansion,environment-oriented support, accelerate upgrades to attract domestic andforeign investment liberalization. The sustained, fast, coordinated developmentof the economy of the whole city successful transformation of the industrialstructure as its foundation. And will also facilitate the optimization of industrialstructure in the Northeast, achieving the region’s economic boom.
