An Analysis On Using The Incremental Stock Lever To Promote Industrial Structure Transformation In Shanxi

Energy and chemical industry base in Shanxi Province has been found for almost thirty years,after more than 30 years of investment and construction,the coal industry in Shanxi Province has radiated to all fields of Shanxi which formed the unique large industrial cluster system.Except sales companies in addition to the basic mining,coal chemical,thermal power,liquefied gas,iron and steel industry,chemical industry and so on with coal as raw material to downstream industry enterprises in Shanxi Province,which are formed the leading force of economic development.It’s quite common that schools,hospitals and other public clubs are built everywhere in the province by coal enterprises,which show that the dominant position of the coal industry in Shanxi Province.To some certain extent,the development of coal industry represents the development of economy.In recent years,under the impact of the imported coal,new energy and slowly economic growth,along with the pressure of the coal industry overcapacity in the national scope,the development of coal industry run into a period of stagnation,which the economy is facing a disastrous decline in Shanxi Province.In order to eliminate the excess capacity,Shanxi Province launched repeated industrial adjustment policy,trying to save the coal industry out of the woods;however,the industrial structure policy implementation’s effect is not ideal.Few signs of increasing coal prices have been showed.Not only industry,but also the economy in Shanxi Province has showed the negative growth trend.Shanxi Province should to formulate policy to adjust the industrial structure in order to get rid of the current economic woes.In this paper,I mainly analyze all previous industrial structure adjustment policies of Shanxi Province.This paper analyzes the reason why policy implementation’s effect is not ideal as well as suggestion on promoting the new industry transformation development.The main work of design are follows: First of all,from the comment on the coal’s output,the product in the province and the fixed asset investment in the province which is divided into three parties according to the previous industrial structure adjustment policy implementation effect’s evaluation,concluded that the industrial adjustment policy is only the longitudinal raised within the coal industry fundamentals,transverse rationalization of industrial structure of Shanxi Province has no effect.Secondly,based on the above results,further determined that the industrial structure policy did not show the ideal effect because the transformation guidelines are way too focused on the coal in Shanxi Province.In view of the economic development in different periods in Shanxi Province has highlighted the "three basic unchanged","coal based and diversified development"--two important development principles."Three basic unchanged " refers to "coal as the main energy of China,Shanxi Province as an important base of energy supply,the coal industry as the leading industry of the Shanxi Province".In this paper,we emphatically put forward the background of the two principles with present situation,this paper compares and analyzes the two principles development.This paper mainly discusses the shortcomings,also sums up the two kinds of coal "only" thought is not suitable for it survives.Again,by putting forward the ideas,Shanxi Province can no longer ran circles around the coal.And try to combine the increment and stock adjustment methods to adjust Shanxi Province industrial structure.Incremental adjustment of external capital’s support mainly comes from the coal industry,raising the proportion of potential industry in the province in order to optimize the industrial structure.An adjustment for the coal industry focus in the existing resources which improves the operating efficiency of fixed assets on the supply side dissolve excess capacity by applying two methods of adjustment to industrial structure adjustment and shorten the throes of transition.Finally,I sincerely hope that through this article’s research,by providing policy suggestions for industrial structure transformation in Shanxi Province,can make a difference on the development of economy in Shanxi Province,and achieve the goal of making it prosperous in Shanxi’s industrial development.
